About this opportunity
Luke Air Force Base is soliciting inspection, maintenance, and service of up to 175 Halon 1211 wheeled fire extinguishers for the 56 Maintenance Group flightline, with proposals due September 14, 2026. The procurement is a 100% Total Small Business set-aside under NAICS 811310, foreclosing competition outside that pool. Questions are due August 17, 2026, at 9:00 AM MST.
Place of performance is Luke Air Force Base, Arizona. The contract structure is Firm-Fixed Price for a base year (October 1, 2026 through September 30, 2027) plus three one-year option periods. Work includes annual inspections, 6-year complete overhaul maintenance on a minimum of 30 extinguishers per year, and 12-year hydrostatic testing in accordance with NFPA 10, Technical Order 13F4-4-121, and manufacturer specifications. The contractor must designate a contract manager available within 48 hours of notification and staff the effort with appropriately licensed, certified, and experienced personnel compliant with national fire code criteria and Department of Transportation requirements. Personnel require background checks for base access and must comply with contractor access requirements including base identification and vehicle passes.
Services are performed Monday through Friday, 7:30 a.m. to 4:00 p.m. Emergency services must be provided within five days to repair or recharge damaged or discharged extinguishers. Complete reports detailing all maintenance, repairs, recharging, and replacement parts must be submitted within one week of service completion. The government furnishes Halon 1211 agent and provides work area and transportation; the contractor provides consumable and minor parts at no additional cost and is reimbursed at market prices for other necessary parts per supplier invoices with allowable markup not exceeding commercial industry standards. Evaluation prioritizes technical acceptability (technical approach and personnel qualifications) followed by past performance ratings and total evaluated price including all option periods. Prevailing wage rates apply under Service Contract Act Wage Determination 2015-5469 Revision 32 (effective August 27, 2026). Funds are not presently available; no award will be made until funds become available. Amendment 0002, issued September 1, 2026, incorporated the most recent wage determination. Questions must be directed to Velma Wynn or Kristie Canterbury by the deadline; responses will be posted to the solicitation.
