About this opportunity

The National Park Service seeks design, fabrication, and installation of two outdoor tactile maps at Harpers Ferry National Historical Park in West Virginia, with proposals due September 17, 2026, and questions due August 31, 2026. The procurement is a total small business set-aside under NAICS code 339999 (All Other Miscellaneous Manufacturing), conducted as a firm-fixed-price commercial item under FAR Part 13.

One map, placed at the Visitor Center, will be solid bronze approximately 24 inches by 36 inches, depicting park topography and the Potomac and Shenandoah Rivers with moderate detail and a depth of 5 to 8 inches. The second map, located in Lower Town, will focus on historic buildings cast in bronze-impregnated resin with a depth of 2 to 4 inches. The NPS will provide 2D maps for contractor fabrication into 3D versions. Building details should include basic forms and major identifiable features without extensive fine details. Audio description will be provided from a single trigger point in English only; no multi-language or multi-trigger audio is required. Maps require no enclosure, only a structure to hold them. No local permits are required; installation occurs on NPS property.

The production budget is $75,000 to $80,000, excluding labor and travel. Travel costs are reimbursed on a fixed-price basis in accordance with Federal Travel Regulations, with no overhead, profit, or G&A allowed on travel. The contract period runs September 30, 2026, to September 30, 2028, with primary installation due September 15, 2027, punch list corrections by October 31, 2027, and all remaining work by November 15, 2027. The contractor must supply a one-year warranty covering workmanship and materials against defects under high visitor use and variable weather conditions, including all labor and parts at no cost to the government, and must provide a comprehensive maintenance manual with as-built drawings, photographs, and a maintenance kit with specialized tools and supplies. All work must comply with NPS Programmatic Accessibility Guidelines and incorporate universal design principles. Proposals must be submitted via email to sheila_spring@ios.doi.gov with subject line identifying the solicitation number and project name. Offerors must maintain active SAM registration with a Unique Entity Identifier at time of award.
