About this file
This is an Amendment to Solicitation (Amendment 0001) issued by the National Park Service for the design and fabrication of tactile maps for Harpers Ferry National Historical Park under solicitation number 140P2126R0028.
The amendment responds to 14 questions submitted by offerors regarding the scope and specifications for two tactile maps. Key specifications include: maps will be approximately 24" x 36" in dimensions; the general topographic map requires moderate detail with a minimum depth of 5" and maximum depth not exceeding 8"; the Lower Town map will have a minimum depth of 2" and maximum depth not exceeding 4"; maps will be cast in bronze and bronze-infused resin rather than full color; 2D maps will be provided by NPS for contractor fabrication into 3D versions; building details should include basic forms and major identifiable features without extensive fine details; audio description will be provided from a single trigger point in English only; no multi-language audio is required; no enclosure is needed, only a structure to hold the maps; and no local permits are required as installation will occur on NPS property. The contractor must provide a one-year warranty covering workmanship and materials against defects under high visitor use and variable weather conditions, including all labor and parts at no cost to the government. Insurance is not required. The contractor is not responsible for local permits and will bear transportation costs and personnel expenses if corrective work is needed during the warranty period. The amendment was issued by NPS, WASO - WCP Contracting in Denver, Colorado, with administration by DOI, NPS, HFC - Acquisition Management in Harpers Ferry, West Virginia.

Solicitation Number: 140P2126R0028 Amendment 0001
Description of Amendment/Modification Tactile Maps for Harpers Ferry National Historical
1. Map Dimensions & Footprint Section 2.8.1 notes that HAFE has identified
“approximate size and placement” for the tactile elements. Could you please provide the preferred dimensions or footprint ranges for both the Visitor Center map and the Lower Town map? (If the park is not able to provide this information, can you confirm whether the size would be larger than 36”x36”?)
RESPONSE: The maps will be approximately 24” x 36”
2. Topographic detail level — Could NPS clarify the expected level of topographic detail for each map (general landforms vs. fine contouring)?
RESPONSE: Moderate detail as appropriate to orient visitors to the terrain and highlight defining features.
3. What are the dimensions for each map (L & W).
RESPONSE: The maps will be approximately 24” x 36”
4. What is the minimum relief depth of the maps that you require?
RESPONSE: The more general topographic map should be an accurate scale model of the terrain in the park and precise depth will be determined during the design process. At a minimum, this is anticipated to require a 5” depth. The elevation scale of the Lower Town map may benefit from being exaggerated slightly due to being a flatter area, as appropriate to orient visitors to the historic district and its integration into the unique terrain. At a minimum, this is anticipated to require a 2” depth. If deemed suitable for the material and for enduring outdoor use, there may be a cavity below the taller areas to reduce the total amount of material required to depict the terrain.
5. What is the maximum relief depth of the two maps?
RESPONSE: The more general topographic map should be an accurate scale model of the terrain in the park and precise depth will be determined during the design process. At the greatest depth, this is not anticipated to exceed 8”. The elevation scale of the Lower Town map may benefit from being exaggerated slightly due to being a flatter area, as appropriate to orient visitors to the historic district and its integration into the unique terrain. At the greatest depth, this is not anticipated to exceed 4”. If deemed suitable for the material and for enduring outdoor use, there may be a cavity below the taller areas to reduce the total amount of material required to depict the terrain.
6. Are the tactile maps to be delivered in full color?
RESPONSE: No, they will be cast in bronze and bronze infused resin and finished in a way that highlights the material.
7. Are we to create the 2-d version of the two maps that we will then fabricate in 3D? Or, will the 2-d versions of the maps be provided to us?
RESPONSE: 2d maps will be provided by the NPS.
8. What amount of detail is required in the buildings? Do you want high details, such as windows, doors and roofline? Or, do you want details?
RESPONSE: The model should include basic forms of the buildings which are true to life, and any major features that will help make them identifiable.
Extensive or fine details will not be required.
9. What kind and how many positions on each map do you require audio to be played from?
RESPONSE: Audio description will describe the whole map from a single trigger point. No additional audio or interaction is included in the scope of this contract.
10. Regarding audio description. How many languages is the audio to be delivered in?
RESPONSE: One—the audio description will be delivered in English.
11. Is a warranty required and what are the warranty requirements?
RESPONSE: The contractor shall guarantee the workmanship against defects in work and material that might appear under extremely high visitor use and variable weather and climate conditions for a minimum of one year. The warranty period shall commence with final acceptance of work. This shall include all labor and parts at no additional cost to the government.
If during this warranty period, defective workmanship, materials, or equipment are identified by the government, the contractor will be notified, in writing, as to liability and responsibility for corrective action at no cost to the government.
Action may include but is not limited to:
1. Placing all work into satisfactory condition;
2. Making good all damages to equipment, the site, the building, or contents thereof, that have resulted from such unsatisfactory work; and
3. Making good any work, materials, or equipment that are disturbed in fulfilling the guarantee including any work, materials, or equipment that may have been guaranteed under another contract.
Should the contractor fail to proceed with work in accordance with the guarantee within seven calendar days from the notice of corrective action(s), the government will have such work performed at the expense of the contractor.
In no event will the government be responsible for any extension or delays in the scheduled deliverables or periods of performance under this contract as a result of the contractor’s obligations to correct defects, nor shall there be any adjustment of the delivery schedule or period of performance as a result of the correction of defects unless provided by a supplemental agreement with adequate consideration.
If the government returns any work to the contractor for correction or replacement under this contract, the contractor shall be liable for transportation charges up to an amount equal to the cost of transportation by the usual commercial method of shipment from the place of delivery specified in the contract (irrespective of the F.O.B. point or the point of acceptance) to the contractor’s plant and return to the place of delivery specified in the contract.
The contractor shall also bear the responsibility for the work while in transit.
The contractor shall be liable for the reasonable costs, including travel of personnel, and disassembly and reassembly of larger items when it is necessary to remove the work to be inspected and returned for correction or replacement.
12. What insurance coverage is required?
RESPONSE: Insurance is not required.
13. Are we responsible for local permits for installation?
RESPONSE: No local permits will be required. All installation will be completed on NPS property.
14. What kind (if any) of enclosure do the maps need?
RESPONSE: The maps are intended to be tactile and will not require an enclosure, only the structure to hold them.
