About this opportunity
The Fleet Logistics Center Norfolk, part of the Department of the Navy Naval Supply Systems Command, intends to procure asbestos proficiency analytical testing (PAT) programs for U.S. Navy activities through a sole source acquisition with the American Industrial Hygiene Association (AIHA). The procurement will support Navy field Asbestos Analytical Laboratories by providing test samples with known concentrations and types to maintain laboratory proficiency in asbestos analyses, as mandated by OPNAVINST 5100.23H. This requirement stems from a Navy safety and occupational health program directive that requires laboratories performing asbestos fiber counting to enroll in and achieve proficient ratings in the AIHA PAT program. The contract will be a firm fixed price type order, solicited under the authority of 41 U.S.C. 1901 for simplified acquisition procedures. Interested parties may identify their capabilities and interest by March 31, 2025, with any questions directed to Dakota Laughlin at dakota.w.laughlin.civ@us.navy.mil or 757-651-9195.
The pre-solicitation notice indicates no specific set-aside designations, and the procurement is explicitly planned as a sole source acquisition with AIHA under NAICS code 541380 for Testing Laboratories and Services. The government retains sole discretion to determine whether to compete the proposed order based on responses received. While no specific award value or budget range is disclosed, the contract will cover participation in two specific AIHA programs: the Industrial Hygiene PAT program for asbestos fiber counting and the Bulk Asbestos PAT program for asbestos bulk identification. The procurement timeline suggests an immediate need, with the posting date of March 28, 2025, and a response deadline of March 29, 2025. No additional contractors or incumbents are mentioned beyond AIHA, reinforcing the sole source nature of this potential contract.
