About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 has issued a Special Notice announcing its intent to negotiate a sole source contract with IDEXX DISTRIBUTION, INC. for rodent health testing and monitoring services. The contract will support the Minneapolis VA Healthcare System's research operations by providing quarterly pathogen testing for research rats and mice housed in the Veterinary Medical Unit. The VA intends to utilize the same laboratory services as its academic affiliate, the University of Minnesota, to ensure transferability of rodents between institutions and maintain consistency in test results. This procurement is being conducted under FAR 6.302-1 as a sole source justification, meaning only one responsible source can satisfy the agency's requirements.

The primary objective of this Special Notice is to inform potential contractors of the VA's intent to negotiate directly with IDEXX while providing an opportunity for other qualified vendors to demonstrate their capabilities. The contract requires comprehensive quarterly testing of research animals for various pathogens, including bacteria, viruses, parasites, and mites, with additional annual testing requirements and expert consultation services. Interested contractors must submit capability statements and supporting documentation to Contracting Officer Millicent Covert by 11:59 AM EST on July 23, 2025. Eligible contractors must demonstrate they can provide specialized testing materials, conduct pathogen testing, deliver electronic reports within two weeks, offer expert consultation, and provide confirmatory testing when needed. The government retains sole discretion in determining whether to compete the requirement based on responses received, and no telephone responses will be accepted.

Notice text

The Veteran s Administration (VA) Office of Research and Development, Regional Procurement Office East in Pittsburgh, PA intends to negotiate on a sole source basis with IDEXX DISTRIBUTION, INC. of Columbia, Missouri, on behalf of the Minneapolis VA Healthcare System (MVHCS).
