About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 16, is seeking sources for fiber optic cable supply, purchase, and installation services at the Michael E. DeBakey VA Medical Center in Houston, Texas. This Request for Information (RFI) is designed to gather market intelligence to inform the government's procurement strategy and is not itself a solicitation or binding commitment. Prospective contractors must demonstrate five years of experience in fiber installation, possess certified technicians, and provide proof of authorized vendor status through an Authorized Distribution Letter from the original equipment manufacturer. The evaluation will assess contractor capability information including UEI and CAGE codes, equipment support capacity, prior VA facility experience, and projected unit costs, along with sample Statements of Work and Quality Assurance and Surveillance Plans. Interested parties must submit responses by March 31, 2026, at 1:00 PM Central Time to Contracting Officer Shasta Britt at Shasta.Britt@va.gov in Microsoft Word format with standard margins and 12-point font.
This procurement carries no small business set-aside designation, and no incumbent contractor has been identified. The project scope involves the installation of approximately 8,400 to 8,500 feet of single-mode and multimode fiber optic cable across four separate runs connecting Building B-100 (Main Hospital) to Building 108 (VA Police), including materials such as patch panels, enclosures, fan-out kits, connectors, and wall-mounted racks. The anticipated contract will be structured as a single-award, firm fixed-price agreement with all supplies and services to be completed within 60 calendar days of contract award. The VA has not disclosed a specific budget range or contract value in the RFI. Additional project requirements include obtaining a Permit Required Confined Space program, maintaining OSHA and NFPA compliance, providing a one-year labor and materials warranty, and ensuring minimal disruption to normal medical center operations throughout the installation period.
