About this file
This is a Performance Work Statement for fiber optic cable installation at the Michael E. DeBakey VA Medical Center in Houston, Texas. The project requires the contractor to install four separate fiber runs connecting Building B-100 (Main Hospital) to Building 108 (VA Police) with an estimated total cable length of approximately 8,500 feet. Fiber run #1 consists of 12-strand single-mode armor-jacketed cable (2,300 feet) from the 6th floor of Building 100 to the IT closet room in Building 108 for an upgraded radio system. Fiber run #2 uses 12-strand single-mode cable (2,100 feet) from the basement IDF room in Building 100 to Building 108 for license plate reader support. Fiber run #3 and #4 are both approximately 2,100 feet of single-mode and multi-mode OM4 cable respectively, running from Building 100's basement IDF room to Building 108's IT room for Building Automation System (BAS) replacement. All fiber must be installed inside flexible inner duct liner and routed through building basements and existing manholes.
For each fiber run, the contractor must provide wall-mounted racks, 12-port patch panels, fiber enclosures, fan-out kits, adapter panels, connectors, splice connectors, and cable supports, with all fiber terminated, labeled, and tested upon completion. The work must be completed within 60 calendar days from contract award, with the VA preferring the earliest reasonable completion date. The contractor must possess five years of experience in fiber installation and submit a Permit Required Confined Space program for VA approval prior to starting work. A one-year labor and materials warranty is required from the date of project completion. The VA will provide government utilities, a small storage area if available, toilet and washroom facilities, and authorized parking for equipment. The contractor is responsible for daily debris removal, compliance with OSHA and NFPA standards, obtaining short-term VA identification badges for all personnel, and maintaining normal medical center operations throughout the project.
