About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VHA) has published a Special Notice announcing its intent to issue a sole source award for Radiation Safety Officer (RSO) services at the VA Medical Center in Washington, DC. The procurement will be conducted under simplified acquisition procedures as authorized by FAR 13-501(a) and is intended to be awarded to Krueger Gilbert Physics. This notice is classified under NAICS code 541990 (All Other Professional, Scientific, and Technical Services) and PSC code H358 (Inspection- Communication, Detection, and Coherent Radiation Equipment). The announcement was posted on December 5, 2025, and represents a bridge contract to address service continuity needs. While this is a sole source procurement, the notice explicitly invites other responsible sources to submit capabilities statements for future consideration.

The primary purpose of this procurement is to secure a three-month continuation of RSO services to bridge the gap between the expiration of the current contract with Krueger Gilbert Physics on December 31, 2025, and the finalization of a new base plus four-year contract currently undergoing approval. All responsible sources are invited to submit capabilities statements to Charles Willis at charles.willis@va.gov by 1 PM Eastern Time on December 19, 2025, for potential consideration in future procurements. The sole source justification documents that the VA identified four credentialed companies capable of meeting RSO requirements; however, the unique demands of the position—including advanced degrees, specialized certifications, extensive radiation protection experience, security clearance requirements, and expertise in federal and state regulatory compliance—significantly limit the available candidate pool in the Washington DC Metro Area. Contractors interested in future opportunities with the VA should note that this bridge contract demonstrates the agency's ongoing need for qualified radiation safety professionals with specialized expertise and cleared status.
