About this file
This document is a Single Source Justification form for a Simplified Acquisition Procedure (SAP) for the Department of Veterans Affairs in Washington DC. The VA Medical Center requires a short-term (3-month) sole source award for Radiation Safety Officer (RSO) services to bridge the gap between the existing contract with Krueger Gilbert Health Physics (which expires 12/31/2025) and a new base plus 4-year contract currently being finalized under RFQ 36C245Q0125. Market research identified four credentialed companies capable of meeting the agency's requirements, but recent changes in agency requirements have extended the contract approval process.
The justification highlights the unique challenges of hiring RSOs in the Washington DC Metro Area, including a competitive job market with high demand for professionals possessing advanced degrees, specialized certifications, and extensive experience in radiation protection and regulatory compliance. The document notes that security clearance requirements and the need for up-to-date knowledge of federal and state regulations further limit the pool of eligible candidates. The Acquisition Plan Action ID is VA-26-00029156, and the document was signed by Charles Willis on 12/05/2025, with an effective date of 11/15/2024.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID:___ VA-26-00029156___________________
1. Contracting Activity: Department of Veterans Affairs, VISN 5, WASHINGTON DC
VA MEDICAL CENTER 50 IRVING ST. NW, WASHINGTON DC 20422.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The VA Medical maintains a contracted services for Radiation Safety Officer under existing contract 36C24525P0527 with vender Krueger Gilbert Health Physics which expires 12/31/2025. A base plus 4 year contract under RFQ 36C245Q0125 is currently being worked toward final award.
Therefore, short term (3 month) sole source award to the incumbent DC VA Medical Center is needed to provide time to make the long term award decision.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Hiring Radiation Safety Officers (RSOs) in the Washington DC Metro Area presents unique characteristics and limitations related to both the specialized nature of the role and the competitive local job market. The region is home to numerous federal agencies, research institutions, and healthcare facilities, all of which require highly qualified RSOs to ensure compliance with stringent regulatory standards for radiation use and safety. This creates a high demand for candidates with advanced degrees, specialized certifications, and extensive experience in radiation protection and regulatory compliance. However, the pool of qualified professionals is relatively small, as RSOs must possess not only technical expertise but also up-to-date knowledge of federal and state regulations, strong communication skills, and the ability to manage complex safety programs. Additionally, security clearance requirements for many positions in the DC area can further limit the availability of eligible candidates. These factors contribute to a competitive hiring environment, making recruitment and retention of experienced RSOs particularly challenging for organizations in the Washington DC Metro Area.
4. Description of market research conducted and results or statement why it was not conducted:
In accordance with Federal Acquisition Regulation (FAR) Part 10, market research was conducted to identify qualified vendors and assess the current market environment for the required services. The research included a review of the System https://www.acquisition.gov/?q=/browse/far/13
VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID# for Award Management (SAM.gov), where a search was performed for vendors registered under the appropriate NAICS codes and with relevant capabilities. An
RFQ (Request for Quotation) was posted on SAM.gov to solicit interest and capability statements from potential offerors. Additionally, the past performance of the existing contractor was reviewed, including analysis of contract deliverables, timeliness, and customer satisfaction. As a result of this market research, four credentialed companies were identified as capable of meeting the agency’s requirements. However, due to recent changes in agency requirements, the contract approval process has been extended, resulting in a longer timeline for award than originally anticipated.
5. Contracting Officer's Certification: Purchase is approved in accordance with
FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief
