About this opportunity

VA Network Contracting Office 4 is soliciting quotes on behalf of Veterans Integrated Service Network 4 (VISN 4) for Radiation Safety Officer and medical physicist services under a multiple-award IDIQ task order contract (MATOC), with quotes due November 15, 2026 at 10:00 AM EST. The procurement is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, and the Government reserves the right to make a single award, multiple awards, or no awards. The question period closed October 21, 2026.

The MATOC runs five years, from November 15, 2026 through November 14, 2031, or until the $6.0 million ceiling is reached, whichever occurs first. Typical task orders range from $1,500 to $250,000, with a maximum of $350,000 per order. A contractor not awarded a task order of at least $1,500 during the term receives a guaranteed minimum payment of $1,500 at contract end. A seed task order for Wilmington VA Medical Center will serve as the representative sample for evaluation, and award of that order is not guaranteed.

Services span nine VA Medical Centers in Pittsburgh, Erie, Butler, Coatesville, Wilkes Barre, Altoona, Wilmington, Philadelphia, and Lebanon. Wilmington's scope includes three Delaware and New Jersey community-based outpatient clinics (Kent County, Sussex County, and Atlantic County). The NAICS code is 541380 with PSC H365 and a $19 million size standard. Offerors must be registered in SAM at submission and award.

Medical physicist qualifications require board certification from ABR, ABMP, CHP, or CCPM, or a graduate degree with 3 or more years of clinical experience, or a graduate degree with supervised training including 10 CT performance evaluations. Per the Q&A, nuclear medicine personnel must hold one nuclear medicine physics board certification (ABR or American Board of Science in Nuclear Medicine) plus a master's in medical physics. Multiple qualified physicists may be assigned, each covering the modalities for which they are individually qualified. Joint Commission and ACR requirements apply. Dosimetry badges and processing are excluded and managed by the RSO. Required on-site work includes 14 digital radiographic inspections, 5 fluoroscopic, 3 CT, 1 MRI, 2 nuclear medicine cameras, 13 dental units (Wilmington only), 185 aprons, 10 offsite clinic inspections, 12 monthly eight-hour RSO visits, and 7 RSO service days. The updated Wilmington SOW sets performance from December 1, 2026 through November 30, 2027.

Responses require five sections: Administrative/Regulatory, Technical (10-page maximum), Management Plan (7-page maximum), Price, and Past Performance (three references from the past five years maximum). Credentials, equipment lists, and sample reports sit outside the 10-page limit as separate attachments. Unpriced SOW services belong in the Price section. Evaluation is comparative across technical capability, management approach, past performance, and price, with award to the best overall value.

Amendment 0001, posted October 26, 2026, extends the due date to November 15, 2026 at 10:00 AM EST, updates the Seed Order SOW, and answers vendor questions. Offerors must acknowledge the amendment with their proposal, and failure to do so may result in rejection.
