About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 has issued a Sources Sought Notice for Fire System Assessment services at the Black Hills VA Health Care System in Hot Springs, South Dakota. The procurement seeks qualified contractors to perform comprehensive fire system assessments including inspecting, leak testing, marking failed areas, and creating detailed reports within a 30-calendar day performance period. This market research initiative is designed to identify potential contractors and their socio-economic classifications under NAICS code 541350 (Building Inspection Services) with a size standard of less than $11,500,000. Interested parties must submit capability statements via email to Contracting Officer Calvin L. Courtney and Contracting Specialist Michael B. Warrick by July 4, 2025, at 10:00 AM Central Time. The VA anticipates issuing a competitive Request for Quotes around August 2025 and plans to award a single Firm-Fixed-Price contract.
This opportunity is designated as a Total Small Business set-aside, restricting participation to qualified small business entities. The estimated magnitude of construction is valued at less than $25,000, indicating a relatively modest contract scope. No current incumbents or existing contractors are identified in the notice, suggesting this may be a new requirement or a recompetition. The 30-calendar day performance period establishes a tight timeline for contract execution once awarded. Notably, bid, performance, and payment bonds are not anticipated to be required, which may reduce barriers to entry for smaller contractors. The government emphasizes that this Sources Sought Notice is purely for market research purposes and does not guarantee any future contract award or obligation.
