This amendment to RFQ 36C24824Q0663 is to answer additional questions submitted.
1. Does this mean the VA will accept a battery test & report via a midtronics or similar device instead of the load bank test for both units?
Answer: If the load bank testing is still required, can you confirm the below. The MBP needs to be external to the UPS for there to be no disruption/loss of load.
2. The Riello UPS does have an external MBP, so a load bank test is needed?
Answer: Correct
3. The Mitsu UPS does not have an external MBP, so a load bank test is not needed?
Answer: Battery testing acceptable.

Does the VA have load banks on site or do we need to provide our own?
Contractor will need to provide.
Will the VA provide an electrician to wire to the load bank or will we need to provide our own?
No, contractor must provide or sub-contractor a qualified electrician to perform connection and removal of wire.
Can the load bank testing be completed during normal hours?
No
Does each system have a Maintenance Bypass Switch (MBS)?
No
If not, is the customer willing to take a load loss?
No, however VA Directive approves a battery test. A battery test report can be provided in lieu of the load bank only when a MBS is not present.
Where can a load bank be placed in relation to the UPS system?
Same location as UPS units.
How much cable is needed to get the load bank in a well-ventilated area?
15 feet max. See above.
What is the purpose of the load bank?
Load banking is a VA Directive as well as an NFPA requirement.
Verification of UPS capacity?
Riello Master HP 125KVA, Mitsubishi 1100B 80 KVA (Does not have a MBS)
Battery discharge testing?
Yes
Duration of the load bank?
Perform load bank at 80% until minimum ICV for battery manufacturer or perform battery test and provide test report.
Will the end user require power quality meter reports of the load bank?
Power quality meter report is not required.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.
This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03.
The North Florida/South Georgia Veterans Health System is seeking to procure Load Bank Testing UPS System Maintenance for the Gainesville VAMC. This will be an annual full-service contract for a base year plus four option years. This is an SDVOSB set Aside.
See Section B.2 Price/Cost Schedule for a description of the services to be performed.
See Section B.3 Statement of Work for a list of Line Items and enter your pricing accordingly.
The Government will evaluate all quotations using the Comparative Evaluation process outlined in FAR 13.106-2(b)(3), where quotations will be compared to one another to determine which provides the best benefit to the Government. See E.1 52.212-1 Instructions to Quoters and E.4 52.212-2 Evaluation of Quotes for more information.
