About this opportunity

The Defense Logistics Agency Land and Maritime is seeking a supply chain management contractor for the Water Purification Systems Initiative (WPS), targeting approximately 672 National Stock Numbers (NSNs) for water purification equipment. This pre-solicitation notice represents a follow-on contract to the current agreement expiring in November 2025, with an Indefinite-Delivery Indefinite-Quantity (IDIQ) structure designed to support Department of Defense water system logistics. The contract aims to provide comprehensive supply, storage, and distribution services across multiple Federal Supply Classes, with key performance objectives including a 95% On-Time Delivery rate and 100% fill rate. Interested vendors must complete a market research questionnaire by March 27, 2025, and demonstrate capabilities in electronic data interchange, quality management compliance, and robust supply chain management. Evaluation will likely focus on vendors' ability to meet stringent logistical requirements, electronic integration capabilities, and proven performance in military supply chain management.

The contract is not designated for any specific small business set-aside and will be open to all qualified vendors. While specific incumbent details are not disclosed, the solicitation indicates a proposed four-year base contract period with a potential one-year option, covering domestic and foreign military sales shipments. The scope encompasses logistics support for tactical water systems including purifiers, distributors, and storage equipment for the United States Marine Corps and Army. The estimated annual demand quantity covers approximately 2,073 NSNs, with performance-based logistics metrics driving the contract structure. Vendors will be expected to manage complex supply chain requirements, including forecasting, order processing, inventory management, warehousing, quality assurance, and customer service, with delivery timelines ranging from 4-30 days depending on specific delivery categories.
