About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 10, is soliciting electrical testing and maintenance services for the Northern Indiana Health Care System facilities located in Marion and Fort Wayne. The contractor will be responsible for cleaning, testing, adjusting, calibrating, inspecting, and retorquing electrical distribution apparatus, including power transformers, switchgear, motor control centers, distribution centers, panel boards, circuit breakers, and loop switches. Key requirements include adherence to IEEE standards for Megger voltage testing, isolation of equipment during testing to ensure accurate data readings, and reinstallation of all equipment to original condition with verification of voltage, phasing, and rotation. The contractor must assume full financial responsibility for any equipment damage resulting from contractor negligence, with all repairs outside the stated scope of work requiring prior written approval from the Contracting Officer and Contracting Officer's Representative before commencing work. The response deadline for this solicitation is November 14, 2025, at 10:00 Eastern Time, providing potential bidders with approximately three weeks to prepare their submissions.

This procurement opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), which restricts competition to qualified entities meeting this designation. The contract is classified under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) and Product Service Code H159 (Quality Control—Electrical and Electronic Equipment Components), indicating the specialized nature of the work required. The solicitation does not specify an award value or budget range in the pre-solicitation notice, nor does it identify any current incumbents or provide detailed information regarding contract duration beyond the referenced three-year term in the opportunity title. The scope of work appears to be comprehensive in nature, covering multiple facility locations and various categories of electrical equipment, suggesting a substantial undertaking that will require qualified personnel and specialized testing equipment to meet the stringent technical requirements outlined.
