About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin is conducting a Sources Sought Notice for a nationwide boiler testing and training contract to support Veterans Healthcare Administration medical centers and campuses across the United States. The procurement seeks a single contractor to perform comprehensive boiler plant program reviews, safety device testing, and training services under a Single Award Indefinite Delivery/Indefinite Quantity contract structure. Key requirements include conducting boiler plant assessments, performing safety device testing in accordance with VHA Directive 1810, providing specialized training to VA personnel, and maintaining detailed documentation and reporting standards. Vendors must demonstrate technical capability in boiler plant testing and training with personnel having greater than five years of relevant experience, and responses are limited to 10 pages with no marketing materials permitted. The submission deadline is 12:00 PM EDT on July 1, 2025, with responses due via email to Nathan Pennington at the VA.
This opportunity is designated as a Total Small Business set-aside under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $19 million. The contract scope encompasses five Contract Line Item Numbers including boiler plant program reviews at 60 medical centers, safety device training at 145 medical centers, safety device testing at 45 medical centers, manual updates, and construction design reviews. Each site visit will consist of three consecutive 8-hour days, requiring contractors to provide on-site engineers and trainers for comprehensive facility assessments. The contract will cover medical centers in the continental United States and Puerto Rico, with contractors responsible for delivering detailed site-specific reports and national summary documentation to the VA Healthcare Engineering Office. No incumbent contractor or specific budget range has been identified in the notice, though the small business size standard suggests the total contract value could approach the $19 million threshold.
