About this opportunity

The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 20 (VISN 20) issued a Special Notice regarding building energy maintenance services at the Mann-Grandstaff VA Medical Center in Spokane, Washington. This notice was initially posted on May 29, 2025, as a sole-source procurement opportunity, but was subsequently amended on January 11, 2026, to change the acquisition strategy to competitive, open-market procurement. The contract is classified under NAICS Code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $19.0 million and PSC Code H141. The primary objective is to secure maintenance services for the Schneider Electric Intelligent Automation (I/A) Building Automation System and related components at the medical facility.

The contract will be structured as a firm-fixed price agreement with a base year running from September 1, 2025, through August 31, 2026, followed by four optional one-year renewal periods extending through August 31, 2030. The government initially intended to sole-source the work to Control Solutions Northwest, Inc., based on claimed proprietary rights; however, after conducting additional market research, the VA determined that competitive procurement was more appropriate and rescinded the sole-source designation. A competitive solicitation is anticipated to be posted on SAM.gov in the near future, and all interested contractors are eligible to submit capability statements demonstrating their ability to maintain the Schneider Electric I/A Building Automation System, including components manufactured by Barber Coleman, Robertshaw, Invensys, Network 8000, and TAC I/A Series product lines. Interested parties should monitor SAM.gov for the full solicitation and direct inquiries to Sangmi Kim, Contract Specialist, at Sangmi.Kim@va.gov.
