The procurement will use a best value trade-off source selection process with three primary evaluation factors in descending order of importance: Project Experience, Schedule, and Past Performance, with technical factors being significantly more important than price. Proposals are due by March 17, 2025, at 12:00 PM Mountain Time, with no further questions accepted after this deadline. Contractors will be evaluated on their capability to complete similar bridge and pavement preservation projects, with emphasis on technical knowledge, management skills, and risk mitigation.
The contract is structured as a small business set-aside with a $45 million small business size standard and no specific incumbent mentioned. The total contract performance period is 416 calendar days, with a planned Notice to Proceed date of March 21, 2025, and a projected completion date of May 11, 2026. The work will span multiple jurisdictions across George Washington Memorial Parkway, encompassing 21 base contract line items and 7 optional line items for bridge and parking lot repairs. A bid guarantee of 20% or $3 million (whichever is less) is required, along with performance and payment bonds for 100% of the contract value. The project includes specific work hour restrictions, typically limiting work to Monday-Friday 9:00 AM-3:00 PM for single lane closures, with night work permitted from 8:00 PM-5:00 AM Monday-Thursday, and strict environmental and wildlife protection protocols must be followed during construction.
