About this opportunity
The Department of the Interior Bureau of Land Management Colorado Region seeks construction services to restore Gunnison sage-grouse habitat through hydrologic-restoration drainage work on rural roads near Crawford, Colorado, with proposals due November 2, 2026, at 8:00 a.m. Mountain Daylight Time. This procurement is a Total Small Business set-aside.
Place of performance is the Crawford area on BLM lands in Delta and Montrose Counties, Colorado, spanning approximately 7.75 miles of low-standard rural roads within the Gunnison Sage-Grouse Area of Critical Environmental Concern.
The contractor must install approximately 204 rolling dips and associated lead-out ditches to redirect surface water from roadways onto adjacent sagebrush vegetation, mimicking natural hydrologic flow to increase soil moisture supporting sage-grouse breeding habitat. Construction work is strictly limited to August 30 through October 22, 2027 (38 federal workdays), with mobilization and demobilization permitted outside this window through the overall performance period ending October 29, 2027. The period of performance runs from November 16, 2026, to October 29, 2027.
Technical requirements include constructing dip drains at approximately 30-degree angles with 4-8 percent channel cross slopes, lead-out ditches not exceeding 57.5 feet from road centerline, and rollouts with 4-8 percent reverse grades using only excavated onsite material. Heavy equipment operators must hold Commercial Driver's Licenses with current Department of Transportation medical certification; OSHA Competent Person Certification for excavation work is preferred. Contractor must provide all personnel, equipment, materials, supplies, transportation, and supervision.
The NAICS code is 237990, Other Heavy and Civil Engineering Construction; PSC is B510, Special Studies/Analysis–Environmental Assessments. Evaluation uses best value with tradeoff methodology, weighting price equally to technical approach, past performance, and schedule combined. The contract requires performance and payment bonds within 10 calendar days of award and prevailing wage compliance under the Davis-Bacon Act.
