About this file
This is a Questions and Answers (Q&A) document for federal contract solicitation 140L1726R0010 addressing clarifications on a habitat hydro restoration project involving rolling dips and lead-out ditch construction.
The project requires construction of 204 accepted rolling dips and associated lead-out ditches as the contractual quantity under a single all-inclusive price. Lead-out ditches will extend no more than 50 feet from the road edge (57.5 feet maximum from road centerline), with roads approximately 14 feet in width. The authorized construction window runs August 30 through October 22, 2027, though the contracting officer confirmed construction activities are permitted throughout this period despite overlapping Colorado hunting seasons, as the lower-elevation project area receives comparatively little hunting traffic during archery, muzzleloader, and first rifle seasons. The government will flag 50% of treatment locations prior to contractor production beginning August 30, 2027, with the remaining 50% flagged by September 3, 2027 (Contract Day 5). The basis of award is best-value tradeoff rather than lowest-price technically acceptable evaluation. Heavy equipment must unload along Black Canyon Road (an improved county road), as lowboy transports cannot travel down C77 road; equipment must then be walked down C77 road to work areas. Standard 4WD vehicles can access all project roads and between-road areas; high-clearance 4WD is not required. No construction water source is designated as the fall implementation window provides adequate natural soil moisture. Geographic maps in PDF and KML format are included in the contracting package, and prospective offerors may independently inspect the project road network year-round, though motorized access is restricted December 1–May 15 and all-use closure occurs March 15–May 15. The proposal submission deadline was extended to November 2, 2026, at 8:00 a.m. Mountain Time. A bid bond is not required due to the estimated contract value, and no bid schedule was provided; pricing instructions are contained in the latest amendment.

Q&A 140L1726R0010
Q01: Amendment 0002 - Sections L/M Amendment 0002 states that the Government will evaluate the lowest-priced offeror first and award if that offer is technically acceptable, but also states that the Contracting Officer may select a higher-priced quotation when it represents better value. Please confirm the controlling award method: sequential lowest-price technically acceptable evaluation or best-value tradeoff.
A01: At the time of the question there was only one amendment to extend the period of performance. The basis of award will be best-value tradeoff.
Q02: SOO; Technical Exhibit 2 The SOO describes the work as approximately 204 rolling dips and associated lead-out ditches, while Technical Exhibit 2 establishes a final milestone of at least 204 accepted treatments. For proposal pricing, please confirm that 204 accepted rolling dips and associated lead-out ditches is the contractual quantity included in the required single all-inclusive price. If the Government designates a different quantity, please state how the scope and contract price will be adjusted.
A02: SOO Technical Exhibit 2: 204 accepted rolling dips and associated lead-out ditches is the contractual quantity included in the required single all-inclusive price
Q03: SOO - lead-out ditch requirements The SOO states that lead-out ditches may extend up to approximately 57.5 feet from the road centerline and that exact lengths will be Government-flagged in the field. For proposal pricing, please provide the anticipated total or average linear footage of lead-out ditch excavation, or another quantity assumption offerors should use. Please also confirm whether
57.5 feet is the maximum length for any individual lead-out ditch.
A03: SOO Lead out ditch requirements: Length assumption for lead-out ditches: roads are approximately 14 foot in width.
Lead-out ditches will extend no more than 50 feet from the edge of the road (i.e. or no greater than 57.5 feet from the centerline of a road) . 57.5 from the centerline of each road is the maximum length of all lead-out ditches.
Q04: SOO §3.2
SOO §3.2 states that the Government will provide digital georeferenced maps in PDF or KML format. Please confirm whether those files will be available before proposal submission.
A04: SOO 3.2: There are PDF and KMLs included in the contracting package
Q05: Project road network / Technical Exhibit 4 May prospective offerors and proposed subcontractors independently access and inspect the project road network before proposal submission? If access is restricted or requires prior authorization, please identify applicable gates, seasonal or vehicle restrictions, private-land crossings, or Government coordination procedures.
A05: Project road network- tech exhibit 4: Prospective offerors may independently access and inspect the project road network prior to proposal submission. Access to the project road network is open to the public. Access is restricted during seasonal wildlife closures. No motorized entry is allowed from December 1- May 15. All uses closure from March 15- May 15. Otherwise- the project site is open to motorized/all uses from May 16-November 30. The project site can be accessed utilizing a 4wd vehicle and no coordination procedures are necessary.
Q06: SOO - mobilization coordinates The SOO identifies an equipment-unloading point at approximately 38.637949, -107.644212 and states that equipment will be walked overland to the approximate work-start point at 38.629816, -107.672823. Please confirm whether heavy equipment must unload at the identified point and travel to the work area under its own power, or whether alternative mobilization/unloading points may be used.
A06: SOO mobilization coordinates: Heavy equipment must unload along the improved surface County Road; Black Canyon Road. A lowboy transport cannot travel down the C77 road. The lowboy transport can unload heavy equipment from any point along Black Canyon Road but equipment must be walked down C77 road.
Mobilization/unloading point is anywhere along Black Canyon Road. The equipment unloading point on Black Canyon Road is recommended because it is paved up to this point.
Q07: SOO - project access and mobilization Please identify any restrictions on lowboys, fuel or service vehicles, support vehicles, or movement of equipment between individual project roads that offerors should include in mobilization and operations planning.
A07: project access and mobilization: Lowboys should not travel down C77road and are only allowed on Black Canyon Road for mobilization unloading. Project roads and in between project roads; are all passable by standard 4WD vehicles;
high-clearance 4WD is not required.
Q08 SOO - project access and mobilization The Government will determine and flag the actual treatment locations in the field, while Technical Exhibit 2 requires 21 accepted treatments by Contract Day 4. Please state how far in advance of contractor production treatment locations will be flagged.
A08: Technical Exhibit 2: The Government will flag 50% of the treatment locations prior to contractor production beginning August 30, 2027. The remaining 50% of treatment locations will be completed by September 3, 2027 (Contract Day 5).
Q09: SOO, Part 3, Sections 3.1-3.2; Part 4, Section 4.1 The SOO identifies Government-furnished services and materials but does not identify a construction water source. Is a water source available for contractor use at or near the project area? If so, please identify its location and any applicable access or use restrictions.
A09: No water source is designated because construction of the dips and lead-out ditches does not require supplemental water. The fall implementation window was selected to increase the likelihood of adequate natural soil moisture.
Q10: SOO, Section 1.5; Technical Exhibit 2 SOO Section 1.5 establishes an authorized construction window of August 30 through October 22, 2027, intended to avoid conflicts with big-game hunting season. However, Colorado's 2027 archery (September 2- 30), muzzleloader (September 11-19), and first rifle elk (October 13-17) seasons overlap this construction window.
Please confirm whether construction activities and contractor access will be permitted throughout the full authorized window despite these overlapping hunting seasons. If hunting-related restrictions will limit construction during this period, please identify the affected dates and activities and clarify the allowable construction window contractors should use for scheduling and pricing.
A10: The authorized construction window (August 30 through October 22, 2027) was selected to minimize conflicts with big game hunting traffic. The lower-elevation project area receives comparatively little hunting traffic during archery (September 2-30), muzzleloader (September 11-19), and first rifle seasons (October 13-17), with substantially greater use during the third rifle season.
Q11: Amendment 0002, page 2 - Proposal submission deadline Amendment 0002 establishes a proposal deadline of October 22, 2026, at 8:00 AM Mountain Time.
Given the limited time between the anticipated Government responses and the current proposal deadline, would the Government consider extending the due date to allow offerors sufficient time to review the clarifications, coordinate subcontractor pricing, and prepare accurate and competitive proposals?
A11: Deadline has been extended to 11/02/2026 at 8:00am MT.
Q12: Could you please confirm if there is a bid schedule available for GUSG Habitat Hydro Restoration ? If so, please let me know where I can access it or if you could send a copy over.
A12: There's no bid schedule. In the RFP, we included Statement of Objectives, Map, and Wage Rate only
Q13: Would you like a separate document with a bid schedule of our own creation or would like our pricing rolled into our technical proposal.
A13: Please refer to our latest amendment for instructions.
Q14: Could you please let me know if there will be a site walk for GUSG Habitat Hydro Restoration ?
Additionally, could you confirm if the bid due date is still October 22 at 8:00 AM?
A14: Yes, bid is supposed to be due on 10/22/2026 and there's no site walk. This amendment is extending the bid due date to 11/2/2026
Q15: We are working on the bid for the above solicitation and do not see the bid document in the file. Please advise or attach. Please confirm a bid bond is not due with the solicitation either. I see it marked as not required on the original solicitation and not mentioned on the two amends but want to confirm.
A15: Bid bond is not required because of estimated value
