About this file
This is a Statement of Objectives (SOO) for a construction contract to restore hydrologic connectivity and improve drainage on government roads in the Crawford, Colorado area to benefit Gunnison sage-grouse habitat. The contractor must install approximately 204 rolling dips and associated lead-out ditches over approximately 7.75 miles of low-standard rural roads on Bureau of Land Management (BLM) lands. Work must be completed between August 30, 2027 and October 22, 2027 (38 federal workdays), with contract performance running through October 29, 2027. The project involves using heavy equipment to create rolling dips (excavated drainage structures) and lead-out ditches that redirect surface water from roadways onto adjacent sagebrush vegetation, mimicking natural hydrologic flow while increasing soil moisture to support sage-grouse breeding habitat.
The contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and services necessary to complete the work. Key personnel requirements include qualified heavy equipment operators with appropriate licenses and certifications (Competent Person Certification, Excavation & Trenching Crew Awareness, NASP TES preferred, and equipment-specific training preferred). Technical proposals must address operator experience and qualifications, equipment capability to excavate ditches up to 57.5 feet from the road centerline and construct rolling dips without importing material, and a logical technical approach demonstrating feasibility of completing 204 features within the compressed 38-workday timeline. The government will mark all feature locations in advance using flagging, provide digital georeferenced maps, and identify avoidance areas. The contractor is responsible for equipment pre-inspection for noxious weed mitigation, hazardous materials compliance, fire prevention equipment on all large machinery, cadastral marker protection, and avoidance of cultural sites. The contract anticipates a Best Value with Tradeoff award type. Specific performance requirements include constructing dip drains at approximately 30-degree angles, excavating channels with 4-8 percent cross slopes, creating lead-out ditches no longer than 57.5 feet, constructing rollouts with 4-8 percent reverse grade, and ensuring all completed structures are stable, traversable, and free of irregularities that allow runoff to pond or bypass the structure.
