Guadalupe Mountains National Park (GUMO), Salt Flat, TX Elastomeric Stucco Siding Repair Statement of Work DATE: 7/28/2026 (Revised)
1.1 Background:
The existing siding systems on structures at Guadalupe Mountains National Park—Cholla Chateau and Quarters 314—have deteriorated due to age, exposure to harsh desert conditions, and thermal cycling. These envelope systems lack long-term moisture protection and require modernization for durability, efficiency, and compatibility with surrounding structures. The project intends to replace the failing siding at Cholla Chateau and Quarters 314 with a continuous elastomeric stucco system. In addition, Quarters 311 and Quarters 312 have isolated sections of failed elastomeric stucco requiring removal and repair. Color and texture must match adjacent park buildings for aesthetic uniformity. A minimum 10-year warranty on stucco finish and a 1-year workmanship warranty is required.
1.2 Work Covered by the Contract Documents:
Project Location: Guadalupe Mountains National Park, Salt Flat, TX 79847 Scope of Work:
Under this contract, the contractor shall provide all labor, materials, equipment, supervision, and transportation required to execute the following:
Cholla Chateau, 320 Parkview Drive, Salt Flat, TX 79847:
1. Remove and legally dispose of approx. 1,600 sq ft of existing siding.
1. Install new 3-coat elastomeric stucco system with fiberglass lath, scratch and brown coats, and top elastomeric finish, per ASTM C926 and ASTM C1063. Color and texture to match existing park structures; manufacturer samples to be submitted for COR approval.
Quarters 314, Parkview Drive, Salt Flat, TX 79847:
1. Remove and dispose of approx. 1,800 sq ft of siding.
1. Install matching elastomeric stucco system as above.
Quarters 311 and Quarters 312, Parkview Drive, Salt Flat, TX 79847:
1. Remove failed sections of existing elastomeric stucco siding at each structure, approx. 300 sq ft per building (~600 sq ft total).
1. Inspect exposed substrate/sheathing and lath for damage; report findings to Contracting Officer’s Representative (COR) prior to proceeding.
1. Repair and patch with matching elastomeric stucco system (fiberglass lath, scratch and brown coats, elastomeric finish coat) per ASTM C926 and ASTM C1063, blended to match existing adjacent stucco color and texture.
Period of Performance:
The construction completion date shall be 120 calendar days after Notice to Proceed.
ITEM 2 - EXISTING UTILITIES
2.1 Contractor shall locate and protect all existing buried and overhead utilities.
2.2 Contact 811 and notify NPS utilities personnel before any excavation or attachment.
2.3 Interruptions must be approved 48 hours in advance by COR; provide temporary services if utility outages exceed 3 hours.
ITEM 3 - CONTRACTOR’S USE OF PREMISES
3.1 Site access is limited to designated staging zones near each structure as identified by COR.
3.2 Maintain clear emergency and staff access to the structures at all times.
3.3 Work hours: 8:00 AM to 5:00 PM, Mon–Fri. No work on federal holidays unless approved in writing 48 hours prior by the COR. Any approved workdays shall be at no additional cost to the government. No response to any requests shall be interpreted as Not Approved.
3.4 All demolition debris must be hauled off-site daily and disposed of in accordance with all local, state, and federal laws and regulations. No use of park dumpsters is allowed.
3.5 Contractor is responsible for all temporary fencing and/or barricades and fall protection systems per OSHA 1926.
ITEM 4 - COMMENCEMENT, PROSECUTION, AND COMPLETION
4.1 Before starting any work, the contractor must submit a comprehensive construction schedule outlining distinct phases, including demolition and removal, substrate preparation, application of stucco layers, painting, and final inspection.
ITEM 5 - EXAMINATION OF THE SITE
5.1 Contractor is responsible for field-verifying all dimensions and ensuring compatibility of replacement products. Site visit(s) are strongly recommended for accurate bidding.

ITEM 7 - ACCIDENT PREVENTION
7.1 Prior to commencing work onsite, submit site-specific Safety Plan to include a Job Hazard Analysis (JHA) covering silica exposure, fall protection, confined space (if needed), and PPE compliance per OSHA Subpart E and Subpart M the COR via email for review and approval.
ITEM 8 - PRECONSTRUCTION MEETING
8.1 Following award, if any, a Preconstruction meeting will be scheduled via MS Teams by the Contracting Officer (CO) approximately 30 calendar days after award. Key submittals listed below, specifically numbers 1 – 9 are required to be received and accepted by the government prior to the meeting. The government expects to issue the Notice to Proceed shortly after the preconstruction meeting. Failure to provide submittals by the contracted suspense dates is not grounds for a time extension.
ITEM 9 - SUBMITTALS
9.1 The contractor shall use CM-16 form as a cover sheet for all submittals for this project. If the contractor doesn’t have the form, they can request a copy by emailing the CO.
9.2 The contractor shall email the following key documents/submittals by the contracted suspense dates below to the Contracting Officer’s Representative (COR) and Cc the CO:

*Submit material data sheets, color samples, and stucco mix and lath specifications.
**All substitutions must follow “approved equals” process with full comparative data, if applicable.
ITEM 10 – TEMPORARY SERVICES
10.1 Contractor may utilize available park power and water as approved by the Government. Contractor may also use existing toilet facilities located in the Cholla Chateau. Contractor remains responsible for waste disposal associated with the work. Use of utilities and toilet facilities may be revoked in the event of misuse and failure to maintain cleanliness of facilities.
ITEM 11 - PROJECT CLOSEOUT
11.1 The contractor is required to submit the following as part of contract closeout just before or with the application for final payment: Final inspection request, as-built measurements, photograph documentation of before/after conditions, moisture testing of cured stucco, and ensure submittals 9, 10,11, and 12 are completed in full.
PART 2 – PRODUCTS
All products shall be new, commercial-grade, and meet the following:
1. Elastomeric Stucco: ASTM C926, C1063 compliant, integrally colored or field-painted to match existing park tones. Minimum 10-year product warranty.
PART 3 – EXECUTION
Phase 1: Mobilization and Site Prep
1. Clean all tools and equipment prior to site arrival to prevent invasive seed transfer (DOI EO 13112 compliance).
1. Protect landscaping, establish access paths, and fence off work areas.
Phase 2: Siding/Stucco Demolition and Removal
1. At Cholla Chateau and Quarters 314, carefully remove all siding down to sheathing. Salvage trim as possible.
1. At Quarters 311 and Quarters 312, carefully remove only the failed stucco sections down to sheathing/lath, preserving adjacent sound stucco.
1. Inspect sheathing and framing for damage; report any findings for COR review before continuing work.
1. Remove nails and prepare surface for bonding.
Phase 3: Stucco Installation and Repair
1. Apply weather barrier (WRB) and weep screed in accordance with ASTM C1063.
1. Mechanically fasten fiberglass lath with corrosion-resistant fasteners.
1. Apply three-coat system: 3/8” scratch coat, 3/8” brown coat, 1/8” elastomeric color coat.
1. At Quarters 311 and Quarters 312, feather and blend patch edges into existing stucco to achieve a seamless texture and color match.
1. Cure each coat per manufacturer and ASTM guidelines. Protect from wind and freezing.
Phase 4: Quality Control and Cleanup
1. Conduct moisture testing of cured stucco and provide a copy of the results to the COR.
1. Conduct final walk-through with COR.
1. Remove all debris, touch up paint, rake grounds, and restore any disturbed vegetation back to preconstruction conditions at no additional cost to the government.
