Amendment 0001 – RFIs and RFI Answers

Issued:8/31/2026

All RFIs received following the instructions in the solicitation by the due date and time specified are in this document along with answers provided by the Government.

1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

a. This is a brand new project. Similar work has been done in the past under task order 140P1323F0208.

2. Please provide drawings, elevations, photographs, wall heights, opening dimensions, and known access limitations for all four buildings, or confirm that the approximate SOW square footages are the sole bid quantity basis.

a. The approximate square footages listed in the SOW are the sole bid quantity basis. No drawings, elevations, or photographs are being provided. Contractor is responsible for field-verifying all dimensions prior to bid.

3. Please identify the existing siding/stucco materials at Cholla Chateau and Quarters 314 and provide any asbestos, lead, or hazardous-material survey. Confirm whether hazardous-material abatement is outside this scope.

a. Existing siding at Cholla Chateau and Quarters 314 is Hardie board. The buildings' age is such that hazardous materials are not a concern. Hazardous-material abatement is outside the scope of this contract.

4. The SOW requires fiberglass lath while also requiring ASTM C1063 compliance, which ordinarily governs metal plaster bases and accessories. Please identify the required lath product/assembly and confirm whether galvanized self-furred metal lath is acceptable or required.

a. Fiberglass lath is the required product. Galvanized self-furred metal lath is not required.

5. Please define the complete weather-resistive barrier assembly, including material, number of layers, flashing integration, drainage plane, and treatment at windows, doors, penetrations, roof/wall intersections, and patch perimeters.

a. The weather-resistive barrier assembly shall follow the manufacturer's recommendation for the specified stucco system, including material, layers, flashing integration, drainage plane, and treatment at all openings, penetrations, and intersections.

6. If demolition reveals damaged sheathing, framing, flashing, or existing WRB, will repair be handled by modification after COR inspection? Please provide unit-price or allowance instructions, because the price schedule contains no concealed-condition line item.

a. Repair of any damaged sheathing, framing, flashing, or existing WRB discovered during demolition will be handled by contract modification following COR inspection.

7. Please confirm the required stucco manufacturer/system and the extent of the minimum 10-year warranty: finish coat only, complete stucco system, or complete wall assembly. Confirm whether an approved/credentialed applicator and manufacturer inspection are required.

a. There is no required manufacturer or system. Contractor shall follow all requirements of whatever system is supplied, including any applicator credentialing or manufacturer inspection required by that system's warranty terms. The 10-year warranty applies to the stucco finish, as stated in Item 11.1.

8. Please confirm whether the final appearance is to be an integrally colored textured elastomeric finish or a field-painted elastomeric coating. The SOW schedule references painting, but the product section permits integral color or field painting.

a. Either an integrally colored or a field-painted elastomeric finish is acceptable. Regardless of method, color shall match neighboring buildings.

9. Please provide the existing approved color and texture designation, or identify the reference building/area to match. Confirm mockup size, number of samples, and approval turnaround.

a. Match color and texture to neighboring buildings. Mockup size as specified in the SOW, with one sample required and a 7-day COR approval turnaround.

10. Please confirm required control-joint layout, casing beads, corner accessories, weep screed limits, sealant joints, and flashing details. No elevations or joint plan were included.

a. Control-joint layout, casing beads, corner accessories, weep screed limits, sealant joints, and flashing details shall be as required for the supplied stucco system, per manufacturer specifications.

11. Please confirm whether the residences will be occupied during construction and identify required notice, access, protection, security, dust/noise controls, and daily weather-tightness requirements.

a. Yes, the residences will be occupied during construction. Contractor shall coordinate access and scheduling with the COR and maintain daily weather-tightness of the structures throughout the work.

12. Please identify approved staging areas, water/power connection points, scaffold/lift restrictions, maximum vehicle size, and any limits on deliveries or material storage near each building.

a. Staging area is the parking lot in front of Cholla Chateau. Power and water connections are available at each building. No scaffold or lift restrictions. No maximum vehicle size. Deliveries permitted only within contract working hours.

13. The SOW requires daily off-site debris removal and prohibits park dumpsters. Please identify any approved disposal facility/route and confirm whether temporary covered dump trailers may remain in designated staging during the workday.

a. Contractor is responsible for identifying an approved disposal facility and route. Temporary covered dump trailers may be staged in the designated area during the workday, provided they are removed daily per Item 3.4.

14. Please define the required cured-stucco moisture test method, test locations/frequency, acceptance criteria, report format, and whether third-party testing is required.

a. Moisture testing shall follow the test method, locations/frequency, and acceptance criteria prescribed by the supplied stucco system's manufacturer. Results shall be submitted to the COR per Item 11.1 documentation requirements. No third-party testing is required.

15. Please reconcile the stated 120 calendar days after NTP with the listed period of performance of September 24, 2026 through February 28, 2027 and the anticipated preconstruction meeting approximately 30 days after award.

a. The construction delivery date is set for 120 calendar days after the Notice to Proceed. The government expects to award the contract and give the contractor about 30 calendar days to submit all required documents needed for the Notice to Proceed. Once the Notice to Proceed is issued, the period of performance will be adjusted to ensure the contractor has exactly 120 calendar days to deliver a completed product/project that is accepted by the government.

16. Please confirm whether temporary heat, wind screens, enclosures, or extended cure protection required by weather/manufacturer are fully contractor-provided and whether work may be sequenced to avoid winter application.

a. Work may be sequenced to avoid winter application within the 120-day performance period. Any temporary heat, wind screens, enclosures, or extended cure protection required by weather or manufacturer specifications remain fully contractor-provided.

17. May the required prime contractor employee on-site superintendent serve as the working plastering foreman, provided all superintendent responsibilities and full-time site coverage are maintained?

18. Please confirm whether salvage/reinstallation of existing trim is required where salvageable and identify the disposition of unsalvageable trim.
