About this opportunity

The Department of State, US Embassy Guatemala City, seeks media monitoring services for the Public Diplomacy Section with a proposal deadline of September 11, 2026 at 10:00 a.m. local time. An SF-30 amendment posted September 29 cancels the original solicitation effective September 30 due to changes in Mission priorities; offerors must acknowledge receipt of this amendment prior to the original deadline or face offer rejection.

Place of performance is Guatemala. The contract is an indefinite-quantity indefinite-delivery award covering a base year plus three optional one-year periods commencing no later than the last quarter of 2026 or first quarter of 2027. Services include nine contract line items spanning 260 working days annually: daily press summaries, social media monitoring, news highlights, U.S. mention alerts, foreign malign propaganda tracking, Guatemalan executive branch summaries, annual embassy scrapbook, international media coverage, and coverage reports upon request; transcriptions and paywall article access are provided upon request. Daily deliverables must arrive by 7:00 a.m. via email, with weekend and holiday content consolidated into the next working day.

Pricing is fixed unit-price basis with VAT billed separately. Offerors must submit completed SF-1449, Section 1 pricing, Section 5 representations and certifications, SAM registration proof with UEI number, and W-14 form in English via email to GuatemalaBids@state.gov in PDF format (maximum 30 MB per file). All offerors must be pre-registered in SAM; failure to register results in non-responsibility determination. Evaluation prioritizes lowest price among acceptable, responsible offerors, with the Government reserving the right to reject unreasonably priced proposals. Quality assurance permits no more than one customer complaint per month. NAICS 541830, Media Buying Agencies; PSC R708, Support—Management: Public Relations.
