All commodity rates must be all-encompassing, including management, labor, Material Handling Equipment with operators, materials, port tariffs, and lashing/unlashing. The contractor must furnish a dedicated Safety Program Manager, Contract Manager with alternate, and qualified HAZMAT and environmental compliance officers, and maintain CMMC Level 1 certification.
Contract structure consists of a firm-fixed-price IDIQ with two base contract line items: CLIN 0001 for S&RTS services and CLIN 0002 establishing a $2,500 minimum guarantee billable only within the first 12 months. An optional six-month extension is available under FAR 52.217-8. The base period runs October 1, 2026 through September 30, 2031 (five years), with the option extending through March 31, 2032. Offerors must register in SAM with NAICS 488320 by proposal due date and maintain a minimum 180-calendar-day proposal acceptance period. Service Contract Act prevailing wage rates apply per Department of Labor Wage Determination No. 2015-5693, Revision 26 (effective December 3, 2025). Contracting Officer is Laura B.
