About this opportunity

USTRANSCOM (TCAQ) and ARTRANS are hosting a pre-solicitation conference on May 14, 2026, to review solicitation requirements and the Performance Work Statement for stevedoring and related terminal services (S&RTS) at Guam ports, including Kilo Wharf. The requirement encompasses 24/7/365 ocean terminal operations—vessel loading and discharging, cargo handling via lift-on/lift-off, roll-on/roll-off, and tow-on/tow-off methods, stevedoring and longshoring, tally and checking, cargo staging and consolidation, terminal reception and disposition, and material handling equipment operations. Services extend to Saipan and Tinian in the Northern Marianas Islands.

The contractor must furnish all labor (general and skilled), equipment, materials, supplies, management, safety programs, and facilities. Cargo classes include military vehicles up to 150,000 lbs, ammunition and explosives, hazardous materials, containers, breakbulk cargo, and aircraft. Compensation is structured through commodity rates varying by cargo type and handling method, extra labor rates, equipment rental rates, and out-of-pocket expense reimbursement. Task orders will require reconciliation within seven calendar days of completion.

The contractor must maintain a dedicated Safety Program Manager and Contract Manager(s) with full decision-making authority, comply with security vetting and base access procedures (DBIDS/TWIC badges), cybersecurity standards, environmental and hazardous materials handling requirements, and all applicable safety regulations and OSHA standards. Offerors must submit a written plan for continuation of essential contractor services during crisis periods for up to 30 days in accordance with DFARS 252.237-7024.

Vendors must be registered in SAM.gov under NAICS Code 488320 and are limited to two attendees unless otherwise approved. Conference registration closes May 12, 2026, at 1200 CDT. The draft PWS dated April 14, 2026, incorporates changes from the February RFI posting (TRANSCOM26R006).
