About this file

This is a Mission Essential Plan template attachment to RFP HTC71126RE133 for Stevedoring and Related Terminal Services (S&RTS) at the Ports of Guam. Offerors are required to submit a plan describing how they will continue performing essential contractor services during a crisis, in compliance with DFARS 252.237-7024. The written response is limited to 5 pages and will be evaluated on whether proposals meet minimum requirements with ratings of either ACCEPTABLE or UNACCEPTABLE.

The plan must address five specific elements: provisions for acquiring essential personnel and resources to maintain operations for up to 30 days or until normal operations resume; challenges associated with maintaining services during extended events such as pandemics occurring in waves; time lapse between initiating acquisition of personnel and resources and their actual availability on site; components, processes, and requirements for identification, training, and preparedness of personnel capable of relocating to alternate facilities or working remotely; established alert and notification procedures for mobilizing essential personnel; and the approach for communicating expectations to contractor employees regarding their roles and responsibilities during a crisis. Failure to complete the plan in its entirety may result in offeror ineligibility for award. This is a template document with placeholder text fields for offeror responses.
