About this file

This file is a pre-solicitation questions and answers document for the Guam S&RTS (Stevedoring and Related Terminal Services) federal contract opportunity. The document serves as a supplementary resource to support vendors preparing for and participating in the pre-solicitation conference scheduled for May 14, 2026, from 1300-1430 HST (1800-1930 CDT) via Microsoft Teams. USTRANSCOM (TCAQ) and ARTRANS are jointly hosting this information meeting to review solicitation requirements and the Performance Work Statement (PWS) dated April 14, 2026, which incorporates changes from the previous February RFI posting (TRANSCOM26R006). The requirement encompasses stevedoring and related terminal services within Guam ports, including Kilo Wharf.

Vendors interested in participating must be registered in the System for Award Management (SAM) with NAICS Code 488320 and are limited to two attendees per company unless otherwise approved. Interested vendors must submit registration to Laura Tebbe and Otto Roberts no later than May 12, 2026, at 1200 CDT, providing company name and CAGE Code, attendee names/titles/email addresses, and specific questions related to the PWS or solicitation. Vendors unable to attend may still submit questions via email. All questions and answers will be posted on Sam.gov following the pre-solicitation meeting. This is an information-gathering phase preceding the official solicitation release, designed to address nuances and clarify requirements with potential offerors.

QUESTION #DATE RECEIVEDIndustry QuestionTCAQ/ARTRANS Response
17-May-26Can the Guam base commander approve access for stevedores to work Military terminalAccess to Naval Base Guam (Kilo Wharf Ammunition Pier) is obtained through DBIDS/C-Badge process. See PWS 2.13. & 6.9.13.
27-May-26Will the Government provide the necessary permits and training that would allow our stevedoring personnel to execute the contract on base. The specific training and certifications that would be relevant to this contract are mentioned in NAVSUP P-538 (MHE/SMSE Handling), OPNAV Instruction 8023.24D (Ammunition and Explosive Handling), and NAVSEA SW023-AH-WHM-010 (Use of MHE). Being that the training and certification in the publications mentioned above must be provided by the Government or an authorized party, we are seeking the Government’s guidance to fulfill this requirement.Government/DoW does not provide training or permits. PWS section 6 provides reference to manual and Instructions for Material Handling Equipment (MHE) training and certification to handle Ammunition and Explosives (AE).

MHE operators shall meet required training and certification IAW OPNAV INSTRUCTION 8023.24D, Joint Region Marianas, Explosive Safety Office, in order to perform tasks related to handling AE.

Contractor MHE utilized to handle munitions shall pass weight test and inspection (i.e., Island CERTS Corporation can provide this service.)

311-May-26Where is the preferred port, is it mostly at the Port Authority of Guam or at the Naval Base?As an IDIQ contract, cargo volume/quantities are not guaranteed as these are not known in advance. However, more missions are anticipated on Naval Base Guam. Refer to the solicitation's Schedule of Rates for estimated quantities.
411-May-26Is there a time frame already set up for this project?Soliciation is planned for release on/around 2 June 2026. Contract award is anticipated during September 2026 timeframe, with performance beginning 1 October 2026. Timelines are subject to change.
511-May-26We noticed that this will also apply to Saipan and Tinian. Is there also a date already planned for those islands? Saipan and Tinian are still in the process of cleaning up and most areas do not have power to date, after the devastating typhoon.Currently, there are no cargo forecasts, but the USG needs the capability to support port operations on both islands. It may not be feasible for the USG to order services during times when a port is inoperable and mission execution is not possible.
611-May-26As for cancellation of services, it states that cancellation will be made at least 48hrs in advance. What if cancellation/s is made last minute? Can service providers charge for cancellation fees?Guaranteed Time may apply. See PWS 4.1.9.2.
711-May-26Will there be separate POCs for different locations? The assigned COR/ACOR will be the POC for all port locations.
811-May-26Who will be authorized to sign for OT hours by service providers, and what documents are required?Overtime hours would be approved and invoiced in coordination with the COR and Ordering Officer (OO) IAW PWS 4.16.1.
911-May-26We assume that all documentations for cargo (hazardous and non-hazardous) will be provided in advance by the shipper?Yes. All documents will be provided ahead of time by the Government (599th TRANS BDE, 835th TRANS BN, Detachment Guam).
1012-May-26Will general cargo be handled at kilo wharf or just class v at kilo wharf—will commercial pier be used solely for vessels with general cargo ?The Commercial Port of Guam will manage all types of non-explosive general cargo (wheeled, breakbulk, and containers). Naval Base Guam (Kilo Wharf) will handle Class V cargo but may be designated for general cargo operations.
1111-May-26Could the Government provide estimated cargo volumes, vessel frequency, and anticipated operational tempo for the secondary ports of Saipan and TinianCurrently, there are no cargo forecasts, but the USG needs the capability to support port operations on both islands.
1211-May-26Will historical workload data be provided, such as annual vessel calls, commodity quantities by category, throughput metrics, or average monthly labor utilizationEstimated quantities will be identified in the Schedule of Rates (SOR) Attachment 2 of the solicitation. However, the requirement will be an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract.
1311-May-26Aside from referenced Government property transition procedures, should offerors assume all required MHE/CFE will be contractor furnished for all operational scenarios? At this time, there is no Government property to transition for the new requirement. Currently, all MHE shall be contractor furnished. IAW PWS Paragraph 1.2.1.4. "The Contractor shall provide all the gear, Material Handling Equipment (MHE), materials, supplies, management, and sufficient amounts of qualified general and skilled labor to satisfy the full scope of operating seaport terminal for this contract."
1411-May-26Will there be a formal phase-in/ transition period between contract award and full operational assumption by the contractor? We typically try to award 30 days prior to performance start date to allow time for transition. Coordination between the contractor and COR will be necessary to understand what missions are expected following contract award.
1511-May-26Could the Government provide the primary vessel types expected under this requirement (RO/RO, LO/LO, commercial charters, military sealift, etc.) and the anticipated cargo mix percentages? The vessel and cargo mix is not something we can provide at this time. We are limited to the estimated quantities within the SOR for planning purposes.
1614-May-26Are certifications required at bidding phase? The Technical Worksheet attachment to the solications will identify if any certifications or licenses are required with the proposal; however, it is anticipated that any required license, training, certifications, etc. would not be required until a specified time following contract award.
1714-May-26Regarding commodity rates, the PWS mentions that the contractor should provide all emcompassing commodity rates, inclusive for labor, fees, etc. But then the SOR has labor costs as separate line items. Does commodity rate include everything, or when would the labor/manhour line items apply?Schedule 2 is not for commodity work. Commodity work needs to include labor, MHE, and all items in PWS section 4.5. As an example, XL labor may be approved when you have a laborer performing requested/approved work that is not associated with the scope of the commodity. The PWS specifies when commodity rates apply or do not apply.
1814-May-26Is there any anticipation that there will operations and 2 locations at one time?Based on experience, it is anticipated that we will be doing simultaneous operations. This is stated in the PWS.
1914-May-26With it being a 5 year contract, there will be inflation and changes in rates, but we never see EPA incorporated by reference. So the contractor has to add a high percentage to cover inflation for wages and materials. Will the opportinuty include EPA?An EPA is not included. Wage adjustments may be considered on an annual basis depending on local CBA agreements.
2014-May-26How does CMMC 2 apply to S&RTS contracts? Concern with the pricing sheet being CUI once completed.S&RTS contracts are curently CMMC level 1. DoD SAFE, or other available transmission options, may be utilized for document transmission.
2114-May-26Adam P: On naval base itself, is it 24 hour ops? Or any restrictions?Current ordinance limits operations to daylight operational hours.
2214-May-26How does thd relationship work between Contractor and Port Authority Guam. The Government cannot tell a contractor how to establish relationship with a port authority.
2314-May-26Will the Contractor be able to access vessels on the Navy base?Yes, once contract is awarded, the contract number will be utilized for DBIDS for access to the Naval Base and vessel.
