About this opportunity

The General Services Administration (GSA) Public Buildings Service is conducting market research through a Request for Information (RFI) to explore ownership and operational alternatives for its Heating Operations and Transmission Division (HOTD) in Washington, DC. The RFI seeks industry feedback on potential privatization models for the heating and cooling system that serves multiple federal buildings, with a primary objective of enhancing system value, efficiency, and environmental impact. Key contract objectives include identifying cost-effective privatization opportunities, ensuring continued economical service to connected buildings, and developing a strategy to maximize electrification by 2030. The RFI aims to decarbonize the distribution system in compliance with federal energy regulations such as the Energy Independence and Security Act of 2007 and the Energy Act of 2020. Interested parties can submit questions via email to Kelli Canada and Brandon Lord through December 20, 2024, and participate in a virtual Q&A webinar on November 27, 2024, from 12:00-1:00pm ET.

The RFI is not designated for any specific set-aside category and is open to broad industry participation. While no specific incumbent contractors are mentioned, the HOTD currently operates a complex system spanning approximately 12 miles of tunnels and buried pipes, serving multiple federal agencies with steam and chilled water distribution. The system generates steam at 240 psi and operates three separate chilled water loops, indicating a sophisticated infrastructure that could be attractive for potential privatization. GSA is offering limited tours of the central plant, with two attendees permitted per responding organization, to provide interested parties with direct insights into the system's capabilities. Although no precise award value is specified, the RFI suggests potential future Request for Proposal (RFP) opportunities in 2025, with a strong emphasis on modernization, electrification, and reduced operational costs for the federal government.
