About this opportunity

The General Services Administration seeks to establish a single-award Blanket Purchase Agreement for vehicle marshalling services in Medford, Oregon, with proposals due June 25, 2026 at 3:00 p.m. CDT and questions due June 18, 2026 at 3:00 p.m. CDT. This is a full and open procurement under NAICS 811111 with no set-aside.

Place of performance is Medford, Oregon. The contractor must own or legally lease a facility meeting specific requirements: secured parking on improved hard surface for government vehicles, secured storage for government-furnished property and license plates, free Wi-Fi with sufficient upload and download speeds, temporary workspace for GSA personnel, ADA compliance, and permanent indoor restrooms. The contractor must demonstrate minimum capacity of 50 vehicles and operate Monday through Friday, 8:00 a.m. to 5:00 p.m., with minimum 30-hour weekly availability for vehicle acceptance and release. The Service Contract Act applies; DOL Wage Determination 2015-5571 REV 28 governs wages and fringe benefits for Jackson County, Oregon.

The BPA covers a 12-month base period from August 1, 2026 through July 31, 2027, with three optional 12-month extension periods through July 31, 2030. The Government estimates marshalling approximately 577 vehicles over the entire four-year contract term, equating to approximately 60,000 federal vehicles annually across the United States, territories, and worldwide, with an estimated 30,000 vehicles sold annually. Marshalling services include new vehicle delivery, inspection, acceptance, license plate and GSA Fleet Services Card management, used vehicle receipt and preparation, telematics installation, fueling and charging, and vehicle movement operations. Required completion timeframes are three business days for new vehicle acceptance and used vehicle preparation, and two to five business days for vehicle movement depending on distance and vehicle type. Mandatory vehicle movement covers standard vehicles (12,500 lbs or less) within 25 miles; optional services include movement 25–50 miles, non-standard vehicles beyond 50 miles, door-to-door delivery, ocean freight, and notary services. Storage charges accrue after 45 days of vehicle acceptance. The contractor must maintain vehicular and general public liability insurance with bodily injury coverage of at least $500,000 per person and $500,000 per occurrence, plus property damage coverage of at least $50,000 per accident and $300,000 aggregate.

Award will be made on best value considering price. Pricing is established in a Schedule of Services with automatic price adjustments at each option period exercise based on a fixed escalation rate agreed upon at award; additional adjustments for vehicle movement CLINs are permissible upon contractor request and Contracting Officer approval, evaluated against U.S. Energy Information Administration fuel prices and Bureau of Labor Statistics transportation indices. The dollar limit per individual purchase order is $500,000. Offerors must be registered in SAM prior to submission and acknowledge FAR 52.204-7 compliance.
