The National Park Service Intermountain Region seeks an Indefinite Delivery/Indefinite Quantity contract for invasive plant backpack treatments at Grand Teton National Park, with quotes due May 21 at 1:00 PM Mountain Daylight Time. This is a 100% Total Small Business Set Aside under NAICS 561730, foreclosing all competition outside the small business pool.
Place of performance is Moose, Wyoming. The contract spans a base year plus two option periods (June 1, 2026 through May 31, 2029), with estimated annual treatment of 50 to 450 acres conducted between June 1 and July 15 during daylight hours, Monday through Friday. The maximum contract value is $349,000 with a minimum guarantee of $50,000 on the first delivery task order. Pricing shall be quoted per acre across three line items for the base year and two option periods.
Contractors must hold a Wyoming Commercial Pesticide Applicators License and demonstrate two years of noxious weed management experience. Performance is measured against a 90% treatment efficacy standard, with quality ratings tied to payment: fully acceptable (90% efficacy or better, complete records, electronic data meeting 90% accuracy) receives full payment; deficient performance (80–90% efficacy or record/data shortfalls) incurs 10–20% payment reductions; unacceptable performance (below 80% efficacy or missing deliverables) receives no payment. Approved herbicides include Milestone, Telar, and Glyphosate; offerors may propose alternatives subject to approval. Contractors must furnish all herbicides, equipment, labor, and materials; maintain liability insurance of $100,000 per person and $500,000 per occurrence; provide daily treatment records on Government forms; and submit GPS electronic track logs and point data in ArcGIS Pro-compatible format within 14 days of completion. Service Contract Labor Standards apply with Teton County, Wyoming wage rates. All-Terrain Vehicles are prohibited; Utility Terrain Vehicles are permitted. Offerors must be registered in SAM and provide three prior project examples from the past three years. Evaluation weighs price, technical capability, and prior experience.
