About this opportunity

The 23d Fighter Group (23d FG) under the Department of the Air Force Air Combat Command is seeking contractor support to provide Group 2 or Group 3 unmanned aircraft systems (UAS) operations and training support for a military training exercise scheduled for May 2026 in South Georgia. The primary services required include full-spectrum drone operations, launch and recovery coordination, mission planning participation, and continuous communication with the government planning cell. The contractor must supply two low-observable aircraft (either unmanned or manned systems) with wingspans of 7-15 feet and lengths of 9-15 feet that already are owned by the contractor and not specifically procured for this contract. The training objective focuses on low and slow fixed-wing UAS threat detection and targeting, with aircraft operating as red forces in dry, non-kinetic operations while being lased by a Litening Gen IV training laser. This is a Sources Sought Notice issued for market research purposes only and does not constitute a formal solicitation; interested vendors must monitor SAM.gov for the forthcoming official solicitation. The due date for responses to this pre-solicitation notice is April 17, 2026.

This pre-solicitation notice carries no set-aside designation and identifies no incumbent contractors. The contract does not provide a specified award value or budget range in the available documentation. The exercise will be conducted over four consecutive days in late May 2026 (May 26-29, 2026), with flying operations scheduled for two 2-hour periods each day. Contractor aircraft must be capable of operating at altitudes between 1,000-18,000 feet and speeds of 80-160 knots while maintaining the ability to mimic Shahed drone maneuvers. Prior to contract award, the contractor must obtain 14 CFR Part 107 Waivers or 49 U.S.C. Section 44807 exemptions and receive FAA approval, with mid-May 2026 as the expected timeline for compliance. The primary points of contact are John Hoffman and Lt Col Nathan Frey at the 23d Wing A-Staff.
