Added: Jul 11, 2013 12:11 pm Additional Site Visit Information: The Site Visit will be conducted on 17 July 2013 at 0900 hrs. All interested contractors MUST RSVP by 11 July 2013 at 1600 hrs MST. RSVP must include attendees full name, gender, date of birth, drivers license number and state of issue, company, and phone number. Failure to provide the required information will result in failure to participate in the site visit. Attendees who have submitted their RSVP should meet at Hill AFB Aerospace Museum at 0900 hrs on the 17th.

TYPE OF ANNOUNCEMENT: This synopsis and solicitation for commercial services is prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.
The solicitation and all other pertinent information pertaining to this requirement will be attached to this notice.
A written solicitation will be used to facilitate proposal preparation and evaluation. The written solicitation must be downloaded from www.fbo.gov . No hard copies will be issued. On the page where the solicitation is posted is a link to a registration page if you would like to receive notices of amendments and/or addenda that may be issued to the solicitation. If you do no register, it is your responsibility to periodically review the web site for any changes to the RFP. Contractors that are debarred, suspended or proposed for debarment are excluded from receiving contracts. Proposal prepared by debarred, suspended or otherwise ineligible contractors are at the risk and expense of the contractor. Contractors must be registered in the System for Award Management (www.sam.gov) prior to award.
DESCRIPTION OF REQUIREMENT: The requirement is for grounds maintenance of Hill Air Force Base (HAFB) and Little Mountain Complex. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at HAFB and Little Mountain in a manner that will maintain healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance.
There are approximately 4,500 acres of improved and semi-improved grounds. These areas consist of lawns and landscaping to include parade grounds, athletic fields, picnic areas, and shoulders along main thoroughfares. Sections with low levels of development include airfields, small arms ranges, antenna farms, munitions storage areas, and shoulders on secondary roads.
Additional maintenance requirements include approximately 4,000 trees, 160,000 linear feet of irrigation, and 340,000 feet of sidewalks, bedding areas, and flower beds.
Additionally, the contractor shall be required to locally resolve any issues/problems that may arise. The contractor shall implement quality control procedures addressing daily deficiencies, correct noted deficiencies in a timely manner, and provide solutions to problems when they arise. Also, the contractor may be asked to perform additional work not anticipated in the original scope of work, perform emergency or special event grounds services required in areas to include erosion, clean-up of trees, limbs, and debris in aftermath of storms, drought situations, special events, and/or distinguished visitors.
The period of performance will be a five year ordering period 30 September 2013 - 29 September 2018.
SITE VISIT: A site visit will be conducted on 17 July 2013 at 0900 hrs MST. Specific instructions for RSVPs are contained in the attached Addendum to FAR 52.212-1 "Instructions to Offerors"

METHOD OF EVALUATION: This acquisition will use Lowest Price Technically Acceptable (LPTA) Source Selection Procedures. The Evaluation Method is described in the attached Addedum to FAR 52.212-2 "Evaluation Method".
TYPE OF SOLICITATION: Solicitation FA8201-13-R-0018 is a Request for Proposal.
PROPOSAL DUE DATE: The proposal due date is 02 August 2013 with anticipated award date of 30 September 2013.
