About this opportunity
The Department of Veterans Affairs National Cemetery Administration (NCA) is conducting market research for comprehensive grounds maintenance services at Fort Bayard National Cemetery in New Mexico under NAICS code 561730 Landscaping Services. The contract will be structured as a Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) arrangement covering a wide range of services including interment and disinterment operations, headstone services, gravesite maintenance, turf and landscape care, irrigation and drainage system maintenance, trash removal, snow and ice removal, and ceremonial support. The primary objective is to maintain the cemetery's aesthetically pleasing landscape and memorial sites to honor veterans who served the nation. Contractors must demonstrate past performance capabilities and provide specialized personnel including a site manager with landscape maintenance experience, certified pesticide applicators, and an arborist. Interested companies must submit their responses to the market survey by October 27, 2025, at 11:00 AM PST to Roberto Escobedo at the Pacific District Contracting Office.
Currently, no set-aside designation has been determined, but the VA has indicated a strong preference for Service-Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB), and will set aside the solicitation per 38 U.S.C. 8127 if market research confirms that two or more qualified SDVOSB/VOSB can perform the work at a fair and reasonable price. The size standard for this procurement is $9.5 million under the landscaping services classification. The contract structure includes a twelve-month base year followed by four one-year option periods, potentially extending the total performance period to five years. The Performance Work Statement indicates that the contract will be subject to both Service Contract Act and Davis-Bacon Act provisions, suggesting significant labor components and prevailing wage requirements. No incumbent contractor or current service provider is identified in the documentation, and specific contract values or budget ranges have not been disclosed in this pre-solicitation phase.
