About this opportunity
The Department of the Air Force Air Mobility Command seeks design-build replacement of a legacy car wash system at Travis Air Force Base, California, with proposals due August 16 and questions due August 7. The procurement is set aside for total small business.
Place of performance is Facility 129, Travis Air Force Base, 690 Airmen Drive, Travis, California. The scope includes decommissioning and removing the existing system, then engineering, furnishing, installing, and testing a new commercial-grade touchless fleet washing system capable of accommodating vehicles up to 14 feet high and 10 feet wide, along with all supporting infrastructure including power and utility connections. The contractor must submit a detailed PDF floor plan prior to installation mapping facility layout and utility connection points, and must conduct hands-on operational training for Ground Transportation personnel following successful system testing.
All equipment must be new, and the contractor must utilize manufacturer-certified technicians. The system must have a minimum of two years commercial use and be manufactured within one year of delivery. Existing electrical capacity supports a 60 HP pump station; an existing natural gas line is available. The undercarriage wash will be removed and not replaced. An oil water separator is required using existing OEM lines without hazardous chemical injections. Functionally equivalent systems from established touchless fleet wash manufacturers are acceptable.
Contractor personnel must complete identity proofing and vetting procedures including National Crime Information Center and California Law Enforcement Telecommunication System checks unless holding a current favorable government security clearance. Base pass requests must be submitted no less than 45 days prior to contract start via Entry Authority List. Subcontractors must be escorted at all times. Antiterrorism awareness training applies to contracts exceeding 90 days.
The NAICS code is 423850, Service Establishment Equipment and Supplies Merchant Wholesalers; PSC is J023. Evaluation uses a sequential methodology: Factor 1 (Price) ranks lowest-to-highest; Factor 2 (Technical Approach) rates acceptable or unacceptable based on touchless system confirmation, dimensional fit, manufacturer-certified technician documentation, demolition and utility planning, product maturity, and operator training plans; Factor 3 (Past Performance) evaluates only technically acceptable offers with lowest price, reviewing CPARS, SAM, and SPRS for derogatory information. References must be recent (within three years) and relevant to SOW requirements. Prices must remain firm through October 7. A mandatory site visit is scheduled for August 5 at 10:30 a.m. PDT with attendee names due two business days prior.
Contract specialists are Michael Goetz (michael.goetz.7@us.af.mil) and Contracting Officer Vitaliy Kim (vitaliy.kim.1@us.af.mil) at the 60th Contracting Squadron. Amendment 2 extended the RFQ due date from August 17 to August 16 and posted answers to questions. Amendment 3, posted August 11, attached a revised Q&A document and deleted previously posted Q&A. Funds are not presently available; no award will be made until funds become available.
