The solicitation (FA442726Q1103) is a Request for Quotation (RFQ) for a firm-fixed-price design-build replacement of a legacy car wash system at Facility 129, Travis AFB, California. The acquisition is 100% set aside for small business concerns and is valued as a single line item (CLIN 0001) with delivery on an F.O.B. Destination basis. The Government requires offerors to provide a detailed technical approach, cost proposal, past performance references, and contractor responsibility verification documentation. All equipment must be new (no refurbished items), and the contractor must utilize manufacturer-certified technicians to decommission existing equipment, modify utility and electrical infrastructure, and install a commercial-grade touchless fleet washing system capable of accommodating vehicles up to 14 feet high and 10 feet wide. Prior to installation, vendors must submit a detailed PDF floor plan layout confirming dimensional fit within the facility's structural constraints, and following installation, must conduct system testing to OEM specifications and deliver hands-on training to Ground Transportation personnel.
The RFQ response deadline is 13 August 2026 at 1:00 p.m. PDT, with a mandatory site visit scheduled for 5 August 2026 at 10:30 a.m. PDT at Facility 129; vendors must submit attendee names no later than two business days prior. Questions must be submitted by 7 August 2026 at 4:30 p.m. PDT. Offerors must hold prices firm through 7 October 2026. Evaluation will follow a sequential methodology: Factor 1 (Price) uses lowest-to-highest ranking; Factor 2 (Technical Approach) is rated acceptable or unacceptable based on six specific criteria including touchless system confirmation, system dimensions and clearance accommodations, manufacturer-certified technician documentation, demolition and utility integration planning, product maturity and recency (minimum 2 years commercial use, manufactured within 1 year of delivery), and operator independence training plans. Factor 3 (Past Performance) is evaluated only for technically acceptable offers with the lowest price, reviewing CPARS, SAM, and SPRS databases for derogatory information. References must be recent (within three years of solicitation receipt) and relevant to SOW requirements. Contract points of contact are Contract Specialist Michael Goetz (michael.goetz.7@us.af.mil) and Contracting Officer Vitaliy Kim (vitaliy.kim.1@us.af.mil) at the 60th Contracting Squadron, 350 Hangar Avenue, Building 549, Travis AFB, California 94535.
