About this file

This is a Questions and Answers document for solicitation FA442724Q0029 addressing a Ground Transportation Car Wash upgrade project at Facility 129. The document provides government clarifications on eight questions submitted by offerors regarding system specifications, facility infrastructure, and equipment requirements.

Key clarifications include: the blower system will remain with minor maintenance only; the undercarriage wash will be removed and not replaced; an Oil Water Separator is required without hazardous injection chemicals, and contractors will utilize existing OWS lines rather than replace the system; existing electrical capacity is sufficient for a 60HP pump station; an existing natural gas line is available for the hot water heater; and no concrete, slab work, or floor drain modifications are anticipated. Regarding vehicle movement, drivers will manually drive through the wash bay with existing guide rails remaining in place. The government confirmed that functionally equivalent systems from other established touchless fleet wash manufacturers are acceptable, not limited to the specific basis-of-design equipment listed. The replacement wash control center must be a complete NEMA 4X unit, and the control system should operate with driver engagement via key or barcode/QR code activation triggered by photosensors. The system must be standalone without reliance on base network connectivity. The government indicated it is unable to provide the Site Survey Report or as-built drawings referenced in the Statement of Work at this time and will need to search for original wash bay interior dimensions.

MFT 26-71 – Ground Transportation Car Wash

Solicitation FA442724Q0029 Questions/ Responses

1. Please confirm the Blower System is to remain as is with no work required from the contractor.

Response: The blower system will remain as it is fully functional. Minor maintenance may be required.

2. Please confirm the Undercarriage Wash portion of the existing system should be removed and NOT replaced Response: The Undercarriage Wash portion will not be replaced.

3. Please provide further clarification regarding the ESD-manufactured Oil Water Separator that was not mentioned in the SOW Response: An Oil Water Separator is needed but without the hazardous injection chemicals

4. Can the Government provide the Site Survey Report referenced in SOW 2.2, along with any as-built drawings of Facility 129 showing existing electrical service (voltage/amperage/panel capacity), water supply line size and pressure, natural gas service, and drainage/OWS tie-in locations?

Response: Unsure

5. What are the interior clear dimensions of the wash bay (length, width, door opening height) and floor condition?

Is any concrete/slab work, trenching, or floor drain modification anticipated or permitted?

Response: We will have to search for the original measurements. The floor condition is in great working order with no additional work expected.

6. What is the available electrical capacity at Facility 129? Will the existing service support a 60HP pump station and associated equipment, or should offerors price a service upgrade or new panel? If an upgrade is needed, is that within scope?

Response: The existing electrical capacity will be sufficient.

7. Is there an existing natural gas line to the facility adequate to serve the specified hot water heater, or must gas service be extended/installed as part of this effort?tion 4.1.4 of the SOW lists specific water requirements. Is the government requesting the vendor to provide a reimbursement to obtain a water system meeting these specifications?

Response: There is an existing natural gas line

8. SOW references an above-ground OWS as new equipment, while the evaluation criteria reference integration with the facility’s “existing oil-water separator lines.” Please clarify: is the contractor connecting to an existing OWS system, replacing it entirely with the new above-ground unit, or both?

Response: The contactor will utilize the existing OWS lines.

9. Regarding vehicle movement through the wash bay:

(a) Does the existing system utilize a conveyor, or do drivers manually drive vehicles through along stationary guide rails?

Response: Drivers will drive through manually.

(b) If a conveyor exists, is it a push-type or pull-type, and is it a surface-mounted or over/under configuration?

Response: N/A

(c) Please confirm whether the replacement system specified in Technical Exhibit 1 (“One (1) Set of Guide Rails, approx. 80 feet”) is intended as a drive-through system with guide rails only, with no conveyor required.

Response: The existing guide rails would remain.

10. Is a specific manufacturer or basis-of-design system intended, given the highly specific equipment list in Technical Exhibit 1 (e.g., 15-spinner high-pressure arch, 300 GPM reclaim)? Will functionally equivalent systems from other established touchless fleet wash manufacturers be considered acceptable?

Response: Yes, equivalent systems will be acceptable.

11. Regarding the wash control system:

(a) What make and model is the existing wash controller / relay control board (e.g., a PLC-based wash control center, relay logic panel, or timer-based controls at the motor control center)?

Response: I do not have that information but it is the original that was installed.

(b) Please confirm that the “Pre-wired NEMA 4X wash control center (WCC)” listed in Technical Exhibit 1 is intended as a complete replacement of all existing controls, and that no existing control components, wiring, or panels are to be reused.

Response: Yes, complete replacement.

(c) Does the Government have a preference or requirement for the control architecture of the new WCC (PLC-based vs. relay logic vs. timer-based), or is any commercial control system acceptable provided it operates the specified equipment and supports the arm/disarm push button station with emergency stop Response: The system should operate the same: driver would engage system with vil key or bar code/QR code, system will activate as vehicle drives past the photosensors

(d) Are there any base or facility requirements for the new control panel regarding network connectivity, remote monitoring, or cybersecurity compliance (e.g., must the system be fully standalone/air-gapped, or is network connection permitted/required)?

Response: The previous system was a standalone system that did not relay on base network connectivity. This would be ideal.
