About this opportunity
The Department of the Air Force Reserve Command seeks rental of gas-powered utility and passenger golf carts in support of the 2026 Grissom ARB Airshow, with proposals due July 3, 2026. This procurement is a 100 percent small business set-aside.
Place of performance is Grissom Air Reserve Base, Indiana. The base requirement spans August 24 through September 1, 2026, and includes 8 gas utility carts with cargo beds and 17 gas passenger carts (4-seater). The Government reserves the right to exercise optional surge CLINs for up to 40 additional utility carts and up to 40 additional passenger carts, with a decision window on or before August 14, 2026. An optional CLIN provides for daily on-site event maintenance, subject to Service Contract Act wage rates.
All carts must be delivered by noon on August 24 to Building 600 (non-flight line side of Base Operations) and picked up September 1 between 8:00 AM and 4:00 PM. Delivery drivers must submit security information 30 days prior to performance, hold valid driver's licenses, pass background checks, and comply with Defense Biometric Identification System access protocols. The Government assumes responsibility for daily refueling and will not assess post-rental refueling fees.
Pricing is firm-fixed. Surge cart unit prices must be fully burdened, including all freight, delivery, setup, and return transportation with no separate freight charges. On-site maintenance rates must be fully burdened, including labor, overhead, tools, materials, travel time, and mobilization costs. Offerors using subcontractors must submit signed, certified teaming agreements. Award will be made on a Lowest Price Technically Acceptable basis, with technical acceptability evaluated on a pass/fail basis across subcontractor agreements, compliance with limitations on subcontracting, and technical capability to meet Statement of Work requirements.
