About this file
This is a Request for Quote (RFQ) for golf cart rentals for an airshow at Grissom Air Reserve Base. The solicitation, issued June 26, 2026, with an offer due date of July 3, 2026 at 5:00 PM, seeks rental of gas-powered utility and passenger carts for the period August 24 through September 1, 2026. The base requirement includes 8 utility carts with cargo beds, 17 four-seat passenger carts, and a single delivery and freight fee covering all transportation for base quantities. Three optional surge line items allow the Government to exercise up to 40 additional units each of utility and passenger carts (with fully-burdened pricing including all freight and setup) and up to one day of on-site event maintenance services. All pricing must be firm-fixed; surge cart unit prices must include delivery, setup, and return transportation with no separate freight charges permitted. The on-site maintenance line item requires fully burdened daily rates inclusive of labor, overhead, tools, materials, travel time, and mobilization costs.
The acquisition is 100 percent set aside for small business, with a NAICS code of 532284 and size standard of $9,000,000. Payment will be processed through the Wide Area WorkFlow (WAWF) system using Invoice 2-in-1 documents or applicable invoices and receiving reports. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to the responsible offeror whose proposal conforms to the solicitation, with technical acceptability evaluated on a pass/fail basis across three subfactors: subcontractor and teaming agreements, compliance with limitations on subcontracting, and technical capability to meet the Statement of Work requirements. The Government will evaluate proposals for award by adding all option prices (maximum 40 surge utility carts, 40 surge passenger carts, and 1 estimated day of maintenance) to base requirement pricing. Offerors must submit certified teaming agreements for any subcontractors and demonstrate sufficient value-added services to comply with small business subcontracting limitations, with failure to provide such documentation potentially resulting in rejection. Contact is Cedric Roberts at cedric.roberts@us.af.mil or 388-2818.

Instructions, Conditions, & Notices to Offerors or Quoters
Section L: Addendum to FAR 52.212-1
L.1. PRICING INSTRUCTIONS
Offerors shall submit firm-fixed pricing for all Contract Line Item Numbers (CLINs) 0001 through 0006. Failure to price the Optional Surge CLINs may result in the proposal being deemed unacceptable. Offerors must adhere to the following pricing constraints when completing the Schedule of Supplies/Services:
Base Equipment (CLINs 0001 & 0002): Pricing shall reflect the rental cost of the equipment only.
Base Freight (CLIN 0003): Offerors shall price CLIN 0003 as a single lot to cover all delivery, setup, and return transportation costs specifically for the base quantity carts ordered under CLINs 0001 and 0002.
Surge Carts (CLINs 0004 & 0005): Unlike the base carts, freight for surge carts shall be all-inclusive. The proposed unit price for each surge cart must be fully burdened to include all freight, delivery, setup, and return transportation. Offerors shall not propose separate shipping charges for surge carts. Pricing must remain valid for any quantity ordered by the Government up to the maximum ceiling of 40 units per CLIN, executable on or before 14 August 2026.
Event Maintenance (CLIN 0006): Pricing shall be proposed as a Per Day rate. This rate must be fully burdened, including all direct labor, overhead, General & Administrative (G&A) expenses, profit, specialized tools, and incidental materials. All travel time, mileage, and mobilization costs must be integrated into this daily rate. Travel will not be separately reimbursed.
L.2. SUBCONTRACTOR AND TEAMING ARRANGEMENTS
If an offeror proposes to utilize a subcontractor, joint venture partner, or teaming partner to fulfill any portion of this requirement (including Base CLINs, Optional Surge CLINs, or On-Site Maintenance), the prime contractor shall submit certified, executed documentation demonstrating a binding relationship.
The offeror must include the following in their proposal:
Formal Agreement: A copy of the signed Teaming Agreement, Letter of Commitment, or executed Subcontract.
Authorized Signatures: The documentation must be signed by authorized representatives of the prime contractor and the subcontractor/partner.both Scope of Commitment: The agreement must explicitly state the subcontractor's commitment to providing the specific resources required (e.g., guaranteed access to the surge cart quantities or certified maintenance personnel) for the full duration of the contract, including the option period through 14 August 2026.
Failure to provide certified teaming agreements or subcontractor contracts for proposed third-party resources may result in the proposal being evaluated as high risk or deemed technically unacceptable.
L.3. COMPLIANCE WITH LIMITATIONS ON SUBCONTRACTING & PASS-THROUGHS
To prevent unacceptable pass-through arrangements and ensure compliance with Small Business Administration (SBA) regulations, all offerors must demonstrate how they will perform the primary and vital requirements of this contract.
Offerors shall provide a brief narrative affirming compliance with the Limitations on Subcontracting (FAR 52.219-14) or the Nonmanufacturer Rule (FAR 52.219-33), as applicable based on the solicitation's NAICS code.
Pass-Through Prohibition: The proposal must clearly demonstrate that the prime contractor is not acting as an improper "pass-through" entity.
Value Added: If the prime contractor is leasing equipment from a large business supplier, the prime must detail the value-added services they will independently provide (e.g., providing the on-site maintenance, managing logistics, or providing direct fleet oversight) utilizing their own employees.
L.4. EVALUATION OF OPTIONS NOTIFICATION
In accordance with FAR 52.217-5, Evaluation of Options, the Government will evaluate offers for award purposes by adding the total price for all options (CLINs 0004, 0005, and 0006) to the total price for the basic requirement.

Evaluation Factors for Award
M.1. BASIS FOR AWARD
The Government intends to award a single Firm-Fixed-Price (FFP) contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation and represents the Lowest Price Technically Acceptable (LPTA) offer.
The Government will evaluate proposals using two main factors: Factor 1: Technical Acceptability and Factor 2: Price. Award will be made to the lowest evaluated priced offer that meets or exceeds the acceptability standards for non-cost factors.
M.2. FACTOR 1: TECHNICAL ACCEPTABILITY
The Government will evaluate the technical proposal on a pass/fail basis. An offer must be rated "Acceptable" in all Subfactors to be considered for award. If an offer receives an "Unacceptable" rating in any Subfactor, the entire proposal will be deemed Unacceptable and ineligible for award.
Subfactor A: Subcontractor & Teaming Agreements
The offeror provided certified, signed teaming agreements, letters of commitment, or subcontracts for all proposed third-party resources (including surge cart inventory and maintenance personnel). If no subcontractors are used, the offeror explicitly stated they are performing 100% of the work in-house.
Subfactor B: Limitations on Subcontracting (Pass-Throughs)
The offeror provided a clear, credible narrative demonstrating compliance with FAR 52.219-14 or FAR 52.219-33 (as applicable). The narrative confirms the prime contractor is providing sufficient value-added services and is not acting as an improper pass-through entity.
Subfactor C: Technical Capability
The proposal demonstrates the ability to meet all requirements of the Statement of Work (SOW)/Performance Work Statement (PWS), including the capability to provide the specific gas-powered carts, deliver them within the required timeframes, and meet the 40-unit surge capacity.
M.3. FACTOR 2: PRICE EVALUATION
The Government will evaluate price for reasonableness, completeness, and unbalanced pricing. The Government will calculate a Total Evaluated Price (TEP) for award purposes.
In accordance with FAR 52.217-5, Evaluation of Options, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s).
The TEP will be calculated as follows:
Base Requirement: The sum of CLINs 0001, 0002, and 0003.
Surge Carts (Options): For evaluation purposes, the unit price proposed for CLIN 0004 will be multiplied by the maximum ceiling of 40 units. The unit price proposed for CLIN 0005 will be multiplied by the maximum ceiling of 40 units.
On-Site Maintenance (Option): For evaluation purposes, the daily rate proposed for CLIN 0006 will be multiplied by an estimated quantity of [1 Day]. Note: This estimated quantity is for evaluation purposes only and does not guarantee a minimum order.
Total Evaluated Price (TEP) = Base Requirement + Surge Carts (Evaluated Max) + On-Site Maintenance (Evaluated Estimate).
