About this opportunity

The Indian Health Service seeks removal of two existing water storage tanks, installation of a new 135,000-gallon bolted steel storage tank, installation of electrical control systems and water quality monitoring equipment, and 180 calendar days of construction at Grindstone Indian Rancheria in Elk Creek, California, with proposals due June 3, 2026 at 12:00 PM Pacific Time. This is a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside, restricting competition to enterprises meeting the IEE definition under the Buy Indian Act and HHSAR 326.601.

Place of performance is Elk Creek, California. The NAICS code is 236220, Commercial and Institutional Building Construction, with an associated size standard of $45 million; anticipated contract magnitude is less than $1.2 million. Work includes removal of existing 60,000-gallon and 30,000-gallon tanks; installation of approximately 2,475 linear feet of control wire and data cable in 2-inch electrical conduit; installation of approximately 175 linear feet of chain-link fencing and gates; and installation of water quality monitoring equipment (free chlorine analyzers, level transducers, flow switches, and a distributed control panel with programmable logic controller). The contractor must provide minimum eight hours of training for up to four individuals on system operation and maintenance. Period of performance is 180 calendar days after issuance of Notice to Proceed, with work performed Monday through Friday, 7 a.m. to 5 p.m., excluding federal, state, and tribal holidays; no utility outages are permitted. Contract is firm fixed price, with prevailing wage rates applicable per General Decision CA20250007. Performance and payment bonds are required within 10 days of award. TERO fees apply.

Evaluation uses Lowest Price Technically Acceptable methodology. Non-price factors—Specialized Experience, Past Performance, and IEE Representation—must all be rated Acceptable; price discriminates among technically acceptable proposals. Specialized Experience requires minimum two of five submitted projects demonstrating similar size, scope, and complexity completed within six years. Amendment 3, dated June 2, 2026, clarifies that offerors must submit the IHS IEE Representation Form (Attachment 10) as part of the offer to receive an Acceptable rating on the IEE Representation factor. Amendments 1 (May 19, 2026) and 2 (May 26, 2026) have been issued; acknowledge receipt of all amendments by the June 3 deadline.
