About this file
This is a Statement of Work for the Grindstone Water Storage Tank and Treatment Monitoring project (CA 17-N18 / CA 20-N65) at the Grindstone Indian Rancheria. The primary objective is to replace a failing 60,000-gallon water storage tank with a new 135,000-gallon bolted steel tank, remove two existing tanks, install electrical control systems, and implement water quality monitoring equipment to comply with EPA surface water treatment rules.
The requirements include: installation of the 135,000-gallon storage tank with site grading and foundation work; installation of water quality monitoring equipment (chlorine residual, temperature, pH, air hold tests, tank level, and turbidity sensors) in the Tribal Administration Office; installation of approximately 2,425 linear feet of control wire and data cable in 2-inch electrical conduit; installation of approximately 250 linear feet of fencing and gates; removal of the existing 60,000-gallon tank and the abandoned 30,000-gallon tank; programming, troubleshooting, repair, testing and startup of all systems; minimum eight hours of training for up to four individuals on operation and maintenance; and provision of temporary fencing at the main tank site. The period of performance allows 180 days for substantial completion with all facilities installed and functioning properly, and a total of 210 days for full contract completion including minor punch-list items and operator training.

Statement of Work Grindstone Water Storage Tank and Treatment Monitoring
Project CA 17-N18 / CA 20-N65
Objective
To replace a failing water storage tank at the Grindstone Indian Rancheria, remove (2) existing water storage tanks, install electrical control wire in conduit, and install equipment for water monitoring requirements.
Background
An EPA survey in 2014 identified the Tribe’s 30,000-gal lower WST as a Priority 1 Health Risk. The report stated “…the tank’s condition warrants a major rehabilitation/upgrade or replacement, consideration should be given to abandoning it and placing a new tank adjacent to the 60,000-gal upper tank”. The 30,000-gal lower tank was bypassed, is currently offline, and will be removed with project 17-N18.
The 60,000-gal upper WST is currently being used by the community and has an on-going problem of corrosion and leakage at its bolted panel seams and foundation. The water storage system of the Grindstone Indian community is deficient in its ability to safely protect potable water.
Project 17-N18 will replace the existing 60,000-gal tank with a new 135,000-gal bolted steel tank. After the new tank is brought online; the existing 60,000-gal tank will be removed from the site and the new tank will be enclosed by chain-link fence.
Project 20-N65 will allow communication between the tank, tribal office building, and water treatment plant. The monitoring equipment will assist the tribe to meet requirements of the EPA -in order to comply with the surface water treatment rule.
Requirement/Goals
A. Installation of a 135,000-gal water storage tank, site grading, foundation, pipe and appurtenances B. Installation of water quality monitoring equipment (Chlorine Residual, Temperature, pH, Air Hold
Tests, Tank Level, and Turbidity) in the Tribal Administration Office.
C. Installation of approximately 2425-LF of control wire and data cable in 2-inch electrical conduit D. Installation of approximately 250 linear feet of fencing and gates E. Removal of existing 60,000-gal tank F. Removal of abandoned 30,000-gal tank G. Programming, troubleshooting, repair, testing and startup H. Minimum eight (8) hours of training for up to four individuals on all aspects of operation and maintenance I. Provide temporary fencing required at main tank site, ref. Section H.34(i)
Period of Performance
The period of performance is 180 days for substantial completion – facilities installed and functioning properly. A total of 210 days is allowed for full contract completion – to include minor punch-list items, and operator training.
