About this opportunity
The Department of Agriculture Agricultural Research Service seeks greenhouse ridge vent replacements at its Western Regional Research Center in Albany, California, with quotations due August 17, 2026 and questions due August 5. This is a Total Small Business Set-Aside with a small business size standard of $19.0 million, open to all responsible small business sources.
Place of performance is Berkeley, California. The scope includes removal and replacement of rack and pinion ridge vents (roof and wall mounted) across eight greenhouse rooms in two facilities, with new installations to use steel rack and pinions or functionally equivalent systems, new stainless steel or equivalent screens, drive shafts, screen frames, and brushes. The contractor must disconnect and reconnect electrical wiring, collect mercury switches for USDA disposal, and coordinate work to minimize disruption to ongoing research operations. Performance period runs from August 31, 2026 through December 31, 2026, with work to begin within 14 calendar days of award and complete within 90 calendar days of notice to proceed. The NAICS code is 238150 (Glass and Glazing Contractors); PSC code is Z2JZ (Repair or Alteration of Miscellaneous Buildings).
Site visits are scheduled July 28 at 1:00 PM PDT and July 29 at 10:00 AM PDT; registration was due July 27 by email to ron.haff@usda.gov. Attendance is optional but recommended for site familiarization; failure to attend does not relieve performance obligations. Government-issued photo ID is required.
Bid, Payment, and Performance Bonds are required. The bid bond guarantee is 20% of the bid amount, not to exceed $3 million. Davis-Bacon prevailing wage rates apply. Buy American requirements apply to construction materials. Award will be made on a firm fixed-price basis to the lowest price technically acceptable offeror. Offerors must provide a technical approach narrative addressing Statement of Work requirements, company experience with references from up to three similar projects completed within the last three years, and pricing. Amendment 01 (August 10) posted site visit sign-in sheets and RFI responses; acknowledgement of amendment is required with quote submission.
