About this file
This is a Questions and Answers document for federal solicitation 1232SA26Q0946, addressing inquiries from potential contractors regarding a greenhouse construction project for USDA.
The solicitation involves installing screens and associated construction work at a USDA greenhouse facility. Key technical specifications include 50 mesh stainless steel screens (250-300 microns aperture size) acceptable to greenhouse researchers, with consideration for high airflow restriction characteristics. The project requires replacing brushes where racks pass through walls or ceilings as part of the Statement of Work. The existing electrical supply operates at 115V (ridge vent motors specification), and the current controller is a Growmaster Micro Grow system, which is not subject to replacement. USDA will provide support services including unloading contractor shipments (with damage review capability), restrooms for construction crews, and dumpster access. Access to three greenhouse zones simultaneously is possible only with sufficient lead time and coordination. No contingency funds or engineer's estimate for construction magnitude are available for this project.
Bidding requirements include submission via email to josh.dobereiner@usda.gov with an SF1442 form and bid bond. The bid bond guarantee is set at 20% of the bid amount, not to exceed $3 million, and can be submitted as an email copy rather than original documentation. Contractors should reference FAR Provision 52.212-1 for complete submission instructions and FAR Clause 52.228-5 for insurance requirements.

Question 1: The tightest mesh that we have access to in stainless steel is 30x30. Which mesh would you like to proceed with? You should also consider the airflow restrictions before making your decision.
Answer 1: The greenhouse researchers have indicated that 50 mesh is acceptable.
Question 2: Will USDA unload contractor shipments? The expectation is that USDA will review the shipment for damage and possibly reject it. There is no expectation for USDA to inventory materials.
Answer 2: Yes.
Question 3: Will USDA provide restrooms for the construction crew?
Answer 3: Yes.
Question 4: Will USDA allow the contractor to use their dumpsters? This project will not generate a large amount of trash.
Answer 4: Yes.
Question 5: Can USDA provide access to 3 greenhouse zones at any given time?
Answer 5: It is possible with sufficient lead time and coordination, but not ideal.
Question 6: Is USDA carrying any contingency funds for this project?
Answer 6: No.
Question 7: Is the current electric supply 110/120 volt or 230 volt?
Answer 7: The ridge vent motors are marked 115 V
Question 8: What size of mesh opening desired for new screens (found stainless steel 20 mesh with .23mm diameter wire)?
Answer 8: See #1.
Question 9: Is there an engineers estimate for this project?
Answer 9: Estimated magnitude of construction is no longer provided.

Question 13: Insurance requirements?
Answer 13: See FAR Clause 52.228-5.
