About this opportunity
The USDA Agricultural Research Service is procuring greenhouse controls upgrade and integration services through solicitation number 1232SA25Q0321, which involves removing existing Gemlink/Qcom greenhouse control systems and replacing them with Niagara/Distech controllers across 14 greenhouses at their Wapato, Washington facility. The project encompasses comprehensive system upgrades including installation of new control panels, communication wiring, damper actuators, exhaust fan relays, circulation fan controls, temperature and humidity sensors, photocells, weather stations, and graphics packages to integrate with existing building automation systems. Contractors must provide technical specifications and pricing that includes shipping, along with a completed copy of FAR Provision 52.212-3, with all responses submitted electronically to josh.dobereiner@usda.gov. The evaluation will be conducted using lowest price technically acceptable (LPTA) criteria, considering technical specifications, price including shipping, and satisfactory past performance. The original solicitation was posted on August 13, 2025, with quotes due September 5, 2025, and Amendment 01 was issued on August 28, 2025, to post a site visit sign-in sheet noting that no attendees participated in the scheduled site visits.
This procurement operates under full and open competition with no set-aside designations, classified under NAICS code 238210 for Electrical Contractors and Other Wiring Installation Contractors with a small business size standard of $19.0 million. The contract will be structured as a firm fixed price agreement with a 60-day performance period after receipt of order, extending through December 31, 2025. Work will be performed at the USDA ARS facility in Wapato, Washington 98951, with all items delivered F.O.B. destination. The contractor will be responsible for demolition, waste management, site cleanup, and providing a one-year warranty on all work performed. Two companies, Cerbo Enterprises and Vet First, attended the August 21 site visit, indicating potential interest in the opportunity, though no current incumbent contractor is identified in the documentation.
