Greenhouse Control Upgrade and Integration.

Project Title: “Greenhouse Control Upgrade and Integration.”

2. Location: The site of work is the US Agricultural Research Service location, Temperate Tree Fruit and Vegetable Research Unit 5230 Konnowac Pass Rd. Wapato Washington 98951
3. Site Visit: A site visit and inspection tour are recommended. See FAR provision 52.237-1.
4. Scope of Service: The contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.
I. The Contractor shall provide services for the following tasks marked by an “X”.
[X] Provide a technical and cost proposal to complete the project as per project requirements.
5. Project Requirements: Contractor shall furnish a technical and cost proposal to complete the following:
Remove existing Gemlink/Qcom greenhouse control system and replace with Niagara/Distech controllers , add control and graphics package to integrate into existing building automation system. Upgrade all software and licenses on current system.
6. Description of Work:
I. Greenhouse Control Upgrade and Integration
i) Remove existing, provide, and install new controls in each of the 14 greenhouses
7 control panels.

ii) Provide and install new communication wiring between control panels and home run back to existing network.
iii) Provide and integrate graphics and alarming into existing building automation system.
iv) Provide and install new damper actuators and linkages. (Greenhouse 1-12 have 1 damper, Greenhouse 13/14 have 2 dampers).
v) Provide and install new relays on exhaust fans. (Greenhouse 1-12 have 1, Greenhouse 13/14 have 2 exhaust fans).
vi) Provide and install new control relays for circulation fans to all 14 greenhouses.
vii) Enable greenhouse fog solenoid to maintain temperature and humidity requirements.
viii) Provide and install new hot water actuators with relays to all 14 greenhouses.
ix) Add glycol supply and return temperature mentoring to all 14 greenhouses.
x) Enable and control unit heater in greenhouse 13 and 14.
xi) Enable variable operation for shade cloth and lights based off lighting and temperature requirements.
xii) Enable and provide control of the swamp cooler pump and fan on Greenhouse 7.
xiii) Provide New combination space temperature and humidity sensors for all greenhouses, to including adding additional sensor to greenhouse 6-14.
xiv) Provide and install photocell to each greenhouse to maintain individual lighting requirements.
xv) Provide and install temperature and humidity displays outside of each greenhouse.
xvi) Provide and install new weather station with wind speed, wind direction, temperature, humidity, pressure, and photocell data.
xvii) Upgrade all software and licenses on current system.
II. Existing Installations/Demolition:
i) Contractor shall modify existing installations as needed to accommodate the new installation. Where applicable contractor shall coordinate demolition or modification of existing installations with the Owner. All disturbances of existing systems shall be thoroughly coordinated with the Owner to prevent disconnecting equipment that may potentially jeopardize in-progress research.
ii) The Owner reserves the right to retain any equipment or materials removed as part of this scope of work. The Contractor shall coordinate any equipment or materials to be retained with the Owner prior to starting demolition operations.
The Contractor shall legally dispose all equipment or material removed that will not be retained.
iii) The contractor shall divert project waste to recycle where practical. The Contractor shall track and document the amount of waste diverted to recycle.
The contractor shall submit diversion documentation as part of closeout. If no waste is diverted to recycle, the contractor shall submit a letter stating so and why diversion was not practical.
III. Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.
IV. Temporary Facilities:
i) Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.
ii) Should the Contractor require any power or utility shutdowns during construction, the Contractor shall obtain approval for such shutdown from the Location Monitor three working days prior to the need
V. Site Cleanup: The construction site shall be kept clean and free of debris at all times.
Restore areas disturbed as nearly as possible to the original appearance and condition.
Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
7. Submittals:
I. For all proposed material, contractor shall provide relevant illustrations, standard schedules, performance charts, instructions, brochures, diagrams, manufacturer descriptive literature, or catalog data.
II. The descriptive literature shall be annotated/highlighted to show its conformance with contract requirements.
III. Submittals are required for all building materials and equipment and shall be provided to the CO and COR for review and approval.
IV. Contractor is responsible for any costs incurred for equipment ordered without prior approval.
8. Final Inspection: The Contractor shall notify the Contracting Officer and Owner in writing 10 days prior to the date that the project will be ready for final inspection. An inspection of the project will be made by the Contracting Officer and Contractor at a mutually agreed upon time. COR and contractor shall compile a “punch list” prior to final acceptance of the installation and submit completed warranty documentation to manufacturer.
9. Warranty: In addition to any other warranties set out elsewhere in this contract, the
Contractor warrants that work performed under this contract conforms to the contract requirements and is free of any defect of equipment, material or design furnished, or workmanship performed by the Contractor or any of his subcontractors or suppliers at any tier. Such warranty shall continue for a period of one year from the date of final acceptance of the project. Under this warranty, the Contractor shall remedy at his own expense any such failure to conform or any such defect. In addition, the Contractor shall remedy at his own expense any damage to Government owned or controlled real or personal property, when that damage is the result of the Contractor's failure to conform to contract requirements or any such defect of equipment, material, workmanship, or design. The Contractor shall also restore any work damaged in fulfilling the terms of this clause. The Contractor's warranty with respect to work repaired or replaced hereunder will run for one year from the date of such repair or replacement.
10. Notification and Compliance: The Government shall notify the Contractor in writing within a reasonable time after the discovery of any failure, defect, or damage. Should the Contractor fail to remedy any failure, defect, or damage within a reasonable time after receipt of notice thereof, the Government shall have the right to replace or repair and have the cost billed to the Contractor.
11. Latent Defects: The Warranty specified herein shall not limit the Government’s rights with respect to latent defects, gross mistake, or fraud.
12. Acceptance: Upon satisfactory submittal of the above documents the Contracting Officer shall issue to the Owner a certificate recommending final acceptance of the project. Minor unfinished items of work may be listed on the certificate and accepted from final acceptance. A sum sufficient to cover the cost of completing these unfinished items of work will be withheld by the Owner from the final payment. All other funds including retainage shall be due and payable upon receipt by the Owner of the Contracting Officer's certificate. Upon certification by the Contracting Officer that the items of work have been completed, all monies withheld by the Owner shall be due the Contractor
