About this opportunity
The U.S. Fish and Wildlife Service is seeking a small business contractor to deliver and stockpile gravel and rip rap materials to the Sequoyah National Wildlife Refuge in Oklahoma. The solicitation requires the delivery of 3,000 tons of 1-1/2" clean rock to the maintenance facility and 1,000 tons of 18-inch minimum rip rap rock to the Webbers Falls Unit. Contractors must provide certified weight tickets and deliver materials using appropriate dump trucks without trailers for rip rap and end or side dump trailers for clean rock. The government will evaluate offers primarily on price, with technical and past performance factors combined being equal to price. Quotes are due by December 12, 2024, at 5:00 PM EST, with a firm fixed-price contract anticipated to be awarded based on initial proposals without further discussions.
The contract is exclusively set aside for small businesses under NAICS code 212321 (Construction Sand and Gravel Mining) with a size standard of 500 employees. Delivery of materials must be completed by April 30, 2025, with contractors required to provide two weeks' notice for delivery coordination. Work is restricted to 7:00 a.m. to 4:00 p.m., Monday through Friday, and all materials must be hard and durable, with crushed concrete or asphalt explicitly prohibited. The delivery locations are approximately 3 miles south of Interstate 40 exit 297 for the clean rock and 2 miles south and 3 miles east of Interstate 40 exit 287 for the rip rap. Vendors must be actively registered in SAM.gov and use the Invoice Processing Platform (IPP) for payment requests, with the contracting officer being Darla Freyholtz and technical points of contact including Darren Hawthorne and Damon Taylor.
