About this opportunity
The U.S. Attorney's Office, Western District of Michigan, is soliciting quotations for Grand Jury Court Reporting Services, a commercial item procurement to be conducted under FAR 12.202(b). The services include providing qualified court reporters for approximately 36 Grand Jury proceedings annually in Grand Rapids, with an estimated eight hours per proceeding occurring approximately three times monthly. Key requirements include maintaining at least one qualified court reporter with security clearance for Grand Jury material access, recording testimony using approved equipment (steno-type, Real Time, Computer-Aided Transcription, or monitored multi-microphone systems), and delivering transcripts at various turnaround times ranging from same business day to ten business days via searchable PDF through USAfx. Evaluation will be based on proposed key personnel qualifications (technical merit), past performance references from the last three years, and fixed-price unit costs for all services, with technical and past performance weighted significantly more heavily than price. Questions regarding the solicitation are due March 5, 2026, at 1:00 PM Eastern, and quotations must be submitted by March 17, 2026, at 1:00 PM Eastern to Contracting Officer Brandon Wish at brandon.wish@usdoj.gov.
This is an SBA-Certified Woman-Owned Small Business (WOSB) Set-Aside under NAICS code 561492, and all offerors must verify their WOSB status in their quotations; those failing to meet the socioeconomic requirement and small business size standard will not be considered for award. The Government has identified two incumbent contractors—Patricia Pritchard and Bonnie L Rozema, C.E.R., Inc.—currently performing under existing contracts. The contract will be structured as an Indefinite Delivery Indefinite Quantity (IDIQ) agreement with Time-and-Materials pricing, featuring a base performance period from May 1, 2026, through April 30, 2027, with four one-year option periods extending through April 30, 2031, and a possible six-month extension. The minimum guaranteed amount is $1,000 over the life of the contract with a minimum order limit of $100. Services will be performed in Grand Rapids, Michigan, with travel reimbursement restricted for sessions within a 50-mile radius unless pre-approved by the Contracting Officer, and Department of Labor wage rates under Wage Determination #2015-4847 apply to this procurement.
