About this opportunity

The Department of Commerce's National Telecommunications and Information Administration (NTIA), through its Institute for Telecommunication Sciences (ITS), is seeking to procure GPU Accelerated Spectrum Analyzers/Software Defined Radio Systems (SDRS) specifically consisting of CRFS RFeye equipment. The solicitation requires one complete set of specialized spectrum monitoring equipment including an RFeye Node 100-40 with Holdover in white, Embedded Mission SW Bundle, Mission Manager with GMP, Outdoor System Kit, Ethernet Surge Protector, and an Optimized Detector feature. All equipment must be sourced from authorized distributors only, be new and genuine, and include the manufacturer's standard warranty, with the government reserving the right to verify distributor authorization status. The procurement will utilize the Lowest Priced Technically Acceptable (LPTA) evaluation criteria under Simplified Acquisition Procedures as a Firm-Fixed-Price Delivery Order. Quotations are due on Wednesday, August 27, 2025, at 1:00 PM EST, with strict submission requirements including electronic-only delivery, a 5-page technical quotation limit, 3-page price quotation limit, and specific formatting requirements.

This procurement is designated as a Total Small Business set-aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing). No incumbent contractors or potential award values are specified in the solicitation materials. The contract requires delivery of one complete equipment set within 120 days after award, excluding any manufacturing lead-time delays that may occur. Performance will take place at the NTIA/ITS facility located in Boulder, Colorado 80305, where the equipment will support the agency's spectrum monitoring capabilities in Antarctica as part of their research and development mission. The equipment represents an expansion of ITS's proven CRFS RFeye architecture that has been previously deployed in Antarctica for measuring high-frequency radio signals. Quotations must remain valid for 120 days from the submission deadline to accommodate the government's evaluation and award timeline.
