About this file

This Statement of Work (SOW) details the Institute for Telecommunication Sciences' (ITS) requirement for GPU Accelerated Spectrum Analyzers/Software Defined Radio Systems (SDRS) from the U.S. Department of Commerce's National Telecommunications and Information Administration. ITS seeks to acquire specific CRFS equipment for spectrum monitoring in Antarctica, including one RFeye Node 100-40 with Holdover (white), an Embedded Mission SW Bundle, RFeye Mission Manager + GMP, an Outdoor System Kit, Ethernet Surge Protector, and a Node Feature Optimized Detector. The required equipment must be sourced from official or authorized distributors, with all items being new, genuine, and covered by the manufacturer's standard warranty.

The equipment will be delivered to ITS in Boulder, CO within 120 days after award, excluding manufacturing lead-time delays. Vendors must provide documentation verifying their authorized reseller status, and quotes from unauthorized or gray-market sources will not be considered. The procurement supports ITS's research and development efforts for NTIA, specifically expanding their spectrum monitoring capabilities in Antarctica by utilizing a proven CRFS RFeye architecture that has previously been deployed in the region for measuring high-frequency radio signals.

STATEMENT OF WORK

GPU Accelerated Spectrum Analyzers / SDRS

U.S. Department of Commerce

National Telecommunications and Information Administration

Institute for Telecommunication Sciences

1. BACKGROUND

The Institute for Telecommunication Sciences (ITS) provides research and development support for the National Telecommunications and Information Administration (NTIA) by performing basic research in radio science that provides the technical foundation for NTIA’s policy development and spectrum management activities, as well as solving telecommunications challenges for other Federal agencies, state and local Governments, private corporations and associations, and international organizations.

Additionally, ITS addresses emerging telecommunications, information technology, and security challenges and contributes to the creation of telecommunications standards that support the full and fair competitiveness of the U.S. communications and information technology business sectors.

In prior years, ITS has developed and deployed a spectrum monitoring solution to Antarctica in support of the National Science Foundation (NSF). This solution was based around the CRFS RFeye architecture and was measuring high frequency (HF) radio signals. Based on the success of that system, it is being expanded to cover higher frequencies, including applications in the 20 GHz region.

It is advantageous to keep the same base system (the CRFS RFeye architecture) to have multiple sensing nodes that can be controlled using the same backend and to prevent duplicative development costs in changing architectures. CRFS offers a higher frequency, higher bandwidth sensor that is in the same line as those previously developed around, the RFeye Node 100-40. This sensor architecture would allow higher frequency and bandwidth applications to be developed inside the same overall architecture previously proven in Antarctica.

OBJECTIVE

To enhance ITS’s capabilities in RF monitoring and sensing in Antarctica and to support monitoring at higher frequencies of interest, ITS requires 1 CRFS RFeye Node 100-40. This specific model is required due to the same architecture being already deployed in Antarctica and proven in harsh conditions. The same architecture would also limit the development cost of integrating new architecture into the already developed system. This sensing node would greatly increase ITS’s ability to perform the necessary spectrum monitoring measurements relevant to the Antarctica region.
