About this opportunity
The Government Publishing Office (GPO) is seeking proposals to procure TWIC PIN Mailers—specialized secure documents designed for use in high-volume credential issuance systems that distribute federal smart cards for border access, facility entry, and sensitive network authentication. The GPO's Government Secure and Intelligent Documents (GSID) business unit will issue these credentials on behalf of the Transportation Security Agency (TSA) and other federal agencies. The solicitation requires offerors to submit detailed technical and price proposals demonstrating corporate capacity to meet specific production and quality standards, including digital laser printing capabilities and precise specifications for an 8-1/2 x 11" sheet with an integrated 3-3/8 x 2-1/8" perforated white polyester card printed in Pantone 534 Blue. Award will be made using a Lowest Price Technically Acceptable (LPTA) source selection process, with the single award going to the responsible offeror whose proposal is in the best interest of the government and offers the lowest evaluated price while meeting or exceeding acceptability standards for non-price factors. The original proposal deadline of January 20, 2026 was extended to February 2, 2026 at 5:00 PM EST via Amendment 001, and the question submission deadline was January 8, 2026; Amendment 002, effective January 28, 2026, addressed 36 vendor questions and clarified key solicitation requirements, with anticipated contract award in mid-February 2026.
This solicitation involves no set-aside designations and does not identify incumbent contractors. The contract will be structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with Firm-Fixed-Price delivery orders, with a maximum annual order quantity of 600,000 TWIC PIN Mailers across two delivery locations, with anticipated deliveries of approximately 100,000 units every two months beginning February 2026 over the five-year contract period. Pricing proposals must be all-inclusive per unit, with economic price adjustments permitted under MMAR Clause 52.216-2, though subcontracting is not permitted under this contract. Delivery locations include Washington, DC and Stennis, Mississippi, with the place of performance at the Government Publishing Office, 732 North Capitol Street NW, Washington, DC 20401. Offerors must be registered in the System for Award Management (SAM) at the time of award, and all proposals must include past performance questionnaires completed by previous government customers to evaluate contractor performance across quality, schedule adherence, technical requirements, cost control, and customer satisfaction.
