B.1 PURPOSE

The GPO’s Government Secure and Intelligent Documents (GSID) business unit issues several million secure federal smart card credentials each year on behalf of numerous federal agencies. These credentials are used to gain access to the nation's borders, federal buildings and facilities, and highly sensitive IT networks and architectures. These secure credentials are made up of a unique set of security systems and features that have undergone rigorous testing and evaluation in government certified facilities as well as actual field validations.

GSID requires TWIC PIN Mailers, suitable for use in a high-volume secure credential issuance system. GSID is responsible for the issuance of NexGen TWIC Cards from Transportation Security Agency (TSA) Department of Homeland Security on behalf of the TSA. When a TWIC card is mailed to the applicant, the card is sent separately from a mailer containing a preset 6- to 8-digit PIN. This PIN is required to activate and use the card, particularly when accessing facilities with TWIC readers that require biometric verification or PIN entry for authentication.

The PIN is critical for facilities with TWIC readers, as it may be needed to access the card's chip for identity verification.

The PIN Mailers are used for the postal delivery of the Personal Identification Numbers (PIN) to cardholders and consists of a card that has the PIN number for the recipient’s TWIC. It indicates which fingers have the prints associated with the card and includes handling instructions. These PIN Mailers are critical to GPO’s issuance of the TWIC Cards. The supplies must be placed against the contract in accordance with the Material Management Acquisition Regulation (MMAR).

B.2 CONTRACT TYPE

This is an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The Government will issue Delivery Orders that are Firm-Fixed-Price (FFP) type consistent with the Materials Management Acquisition Regulation (MMAR)

16.504. The Contractor shall perform the supplies deliveries set forth in Delivery Orders and deliver materials set forth in the Delivery Orders at prices consistent with Section B of this contract. Prices must include all costs associated with providing all required supply deliveries. The supplies shall be provided in accordance with the terms and conditions set forth herein. The contractor shall provide the TWIC PIN Mailers as described in Section C, the deliverables as described in Section F, and Inspection and Acceptance as described in Section E in accordance with all terms and conditions stated herein.

B.3 MINIMUM ORDER GUARANTEE

The IDIQ minimum guarantee is $ [To Be Inserted at Time of Award] that will be met with the first Delivery Order.

GPO is required to order and the Contractor is required to furnish the minimum order amount of supplies.

Individual Delivery Orders will obligate funds to cover the work required under those orders. There is no guarantee on the number of Delivery Orders that the Contractor will receive or the amount of money beyond the minimum order guarantee set forth in the contract. Following this initial obligation, individual Delivery Orders will obligate funds to cover additional supplies.

B.4 MAXIMUM CONTRACT CEILING

This is a single award IDIQ contract with a total ceiling price of $ [To Be Inserted at Time of Award] for the TWIC PIN Mailers over the five-year ordering period. The maximum aggregate dollar value of Delivery Orders awarded to the Contractor must not exceed the contract total ceiling.

B.5 ORDER LIMITATIONS

The IDIQ annual maximum order quantity for both Location 1 and Location 2 combined is 600,000 TWIC PIN Mailers. The IDIQ maximum order quantity for both locations over the five-year ordering period is 3,000,000 TWIC PIN Mailers.

The purpose is to define the technical specifications, responsibilities, and expectations to ensure successful contract execution.

C.2 Background The GPO’s Government Secure and Intelligent Documents (GSID) business unit issues several million secure federal smart card credentials each year on behalf of numerous federal agencies.
